Did California Under-Report the Latest Unemployment Numbers?

I have seen this mentioned a few different places, but have not seen any major media focus on it.

There are claims that Marty Morgenstern, who heads the California Agency that oversees the EDD, was a 2008 Obama supporter and he underreported the UE claims for last month, by 46,000.

Has anyone else found anything to corroborate this?

This is a huge news item if true.
