Dublin San Ramon Services District Appoints New Engineering Services Manager

DSRSD's top engineering position became vacant in April when Daniel McIntyre was promoted to general manager.

Tuesday night, the Dublin San Ramon Services District (DSRSD) Board of Directors approved the appointment of Judy A. Zavadil as engineering services manager and district engineer. Previously Zavadil was a principal engineer and supervisor of the district’s Capital Improvement and Asset Management Division.

DSRSD’s top engineering position became vacant in April when Daniel McIntyre was promoted to general manager. A three-month nationwide recruitment, conducted by Ralph Andersen and Associates, attracted 31 applicants from across the country. Eight candidates received a first interview and three were interviewed a second time before McIntyre selected Zavadil.

As engineering services manager, Zavadil oversees planning, permitting, capital improvements, asset management, and clean water and water conservation programs. She comes to the job with 28 years of experience and success in civil engineering in both the public and private sectors. Prior to joining the district, Zavadil worked at East Bay Municipal Utility District, West Yost and Associates, US Windpower, and HDR Engineering. With DSRSD for nine years, Zavadil was recognized by district staff as “2015 Supervisor of the Year.”

“Judy has strong leadership, coaching, and management skills, and is a recognized champion for continuous improvement in the district,” says McIntyre. “Her most recent accomplishments include managing and reformatting the capital improvement program and advancing the asset management program, the backbone of the district’s long-term business management strategy. She also has been instrumental in developing the Wastewater Treatment Plant and Biosolids Master Plan, which will guide the district through increased regulation of nutrient discharges to the San Francisco Bay, maximizing the recovery of biosolids resources, expanding potable reuse of treated wastewater, increasing energy efficiency, and reducing greenhouse gas emissions.”

Zavadil earned a bachelor of science in civil engineering at the University of Nebraska in Lincoln. She is a licensed professional engineer in California.
