Special Election Results: Kuo Wins Dublin USD Board Seat

By a wide margin, Catherine Kuo bested Malcolm Norrington in the Nov. 5 special election.

DUBLIN, CA — With all precincts reporting, Dublin voters decided in Tuesday's special election that Catherine Kuo will serve as the Area 3 Trustee on the Dublin Unified School District Governing Board. She beat out the only other contender in the race, Malcolm Norrington, getting 78.29 percent of votes, compared to his 21.71 percent.

Born in Redwood City to Korean immigrant parents, Kuo grew up in Saratoga, Calif., and went on to attend UCLA where she received a bachelor's degree in psychology with a business emphasis. Her professional experience is in human resources and recruiting, business analysis and planning management. She and her husband of 23 years have been Dublin residents for 20 years. Their children, ages 13 and 9, attend Dublin schools, where Kuo has regularly volunteered for eight years.

Kuo's campaign promises included working "to alleviate the impact of growth on our high school students by ensuring the completion of the second comprehensive high school, ensuring our limited funds are more effectively distributed to benefit all of Dublin’s students, focusing on school safety procedures — consistent policies and training for all sites, and I will strive to represent the best interests of all our diverse students, teachers, staff and community."

Norrington currently serves as vice principal at Pleasanton's Foothill High School and previously taught at Dublin's Valley Continuation High School. He is also a visiting committee member of the Western Association of Schools and Colleges. He served as a police officer for 13 years.

Norrington lives in Dublin with his wife, Kasey. He is the father of five children, including two stepsons. He grew up on the South Side of Chicago and in inner city Los Angeles with a single mother.

A graduate of Cal State Northridge, Norrington earned a bachelor’s degree in English, and a master's degree in Education Administration, Leadership, and Policy Studies.

Norrington's campaign issues were: "strive for excellence; student safety; fiscal accountability; recruit, train and retain high quality teachers; and open, transparent and collaborative communication."

The Area 3 seat was vacated when Trustee Dan Cunningham announced his resignation Feb. 26 after a decade of service. The DUSD board decided against filling Cunningham's seat with an appointment and instead opted to hold a special election so voters could decide.

Cunningham's term was set to expire in Nov. 2020, so Tuesday's special election fills a short-term vacancy.
