Unregistered Sex Offender Busted at North Bay Residence

Also taken into custody was an alleged heroin user who had just been arrested the day before on the same charges.

NORTH BAY, CA -- Police officers conducting an investigation at a private residence on New Year's Day wound up taking into custody a former Idaho resident who failed to register as a sex offender when he moved to California three months ago, and a woman who was allegedly in possession of heroin.

Around 9:35 am on Jan. 1, Petaluma Police responded to a residence in the 1600 block of Weaverly Drive in an attempt to locate a wanted subject that had fled from the residence during an unrelated investigation the day prior.

Officers made contact with the resident and detained six other subjects located inside. The residence was then checked for the wanted subject but they were not located. One of the subjects contacted was identified as Tishannon Phillips and she was determined to be probation for prior narcotic violations.

A probation search was conducted during which time Phillips was discovered to be in possession of heroin, and Phillips was arrested for possession of a narcotic substance, violation of probation, and taken to Sonoma County Jail.

Police say Phillips had been arrested at the same residence for the same charges the day before, but had already been released from custody on those charges.

Another subject contacted at the residence was identified as Phillip Coons. A records check of Coons showed that he had a non-extraditable warrant issued in Idaho for failure to register as a sex offender. He was determined to be required to register as a sex offender and had been living in California for three months, but during that time Coons made no attempts to fulfill his registration requirements.

Coons was arrested for failing to register as a sex offender and also taken to Sonoma County Jail.

Police say a number of other violations were documented at the residence during the investigation at that the PPD plans to work with the city's code enforcement officers to address these and other ongoing issues at the residence.
