DOES COX HAVE A MONOPOLY?
“Initially, Cox Cable had a non-exclusive franchise agreement with the City. However, several years ago a change in state law migrated cable franchises to the jurisdiction of the California Public Utilities Commission (CPUC). Cable Television franchises remain non-exclusive throughout the state; therefore, by definition Cox Cable does not have a monopoly on the service provision of cable-related high speed internet access in Lake Forest. The only limitation for a competitive cable provider is to obtain a similar non-exclusive franchise from the CPUC and the desire to build the necessary infrastructure. Other types of internet accessibility are similar in that the limitation is a provider’s (e.g., AT&T or Goggle) desire to construct the necessary infrastructure after receiving any relevant approvals and permits.”
FIXING UP LAKE FOREST TOWN CENTER

· February 24, 2016, Staff met with…the project architect to discuss the project and the comments that were sent. [He} indicated that he was working with UHAUL to address the information and project details requested by staff. He did not indicate when the revised plans would be submitted…”
