Rimgate Park Fencing

Another summer and most of Rimgate Park has been fenced off.  I've not gotten a real answer as to why for the second consecutive year, this horrid fence was erected.  We're supposing it's to keep out of towners from playing soccer and wrecking the field, but it's impacting residents' enjoyment of the area.  There must be a better solution and explanation that makes some sense.
