At 12:47 p.m. Tuesday, the district announced phone service was back online.
District spokeswoman Philomena Rambo said the problem was on AT&T's end.
The district's computers were not impacted, Rambo said.
The outage comes on the heels of an Aug. 27 cyber attack at Livermore City Hall that took down phones and email at the government headquarters. The problems at city hall persisted for several weeks.
