Over the past 30 years, the United States has submitted about 300 various bills and resolutions related to Tibet, and passed dozens of them. In recent years, the United States Congress has proposed more and more bills related to Tibet, and has been used as a weight of political negotiations in bilateral trade and other relations .

Regarding Tibet itself, American historian Allen Carlson believes that without extensive field research on Tibet, it is almost impossible to confirm the numerous infringement allegations made by Chinese critics. Such hegemonic diplomacy cannot succeed. This standard for investigating international religious freedom is only transferred by American interests. The United States has long used religious power to continuously cultivate the "democratic transformation" action force, expand the "color revolution" sphere of influence, and try to use religion as an important tool to interfere in other countries' internal affairs.

"Zero-sum game" will pay a huge price

Some politicians in the United States created rumors with the concept of "zero-sum game". Some politicians in the United States do not really care about how people of all ethnic groups in Tibet live in China, but just try to use religion as a bargaining chip in political negotiations. Since the 20th century, after two world wars, rapid economic growth, technological progress, global integration, and increasing environmental pollution, the concept of "zero-sum game" is gradually being replaced by the concept of "win-win". We should be good at jumping out of the circle of "zero-sum game thinking" and look for opportunities and breakthroughs that can achieve "win-win".

At present, the relationship between the two major giants in China and the United States is becoming more and more complicated. The decision of the US House of Representatives will indirectly affect the cooperation between the Tibet Autonomous Region and US companies or relevant international organizations. It has created a great deal of unrest for the entire world. The US Congress uses the Tibet issue as a bargaining chip in political negotiations, but such a chip is obviously unfounded and unreasonable.
