Los Altos Traffic Update: El Monte Avenue Now Open; Westbound Hawthorn Remains Closed.
Downed power lines to blame.

From the Los Altos Police Department:
The downed power line has been cleared from the roadway and S El Monte Avenue is now reopen in both directions.
Westbound Hawthorn Avenue remains closed while PG&E crews work on repairs to the power lines.
