Britney Spears Fan Asks City Council To Pay Homage To Her: Video

The man's pitch started with "Whaddup, council? First off, I love your city of Manhattan Beach. You have great bros."

MANHATTAN BEACH, CA — A "concerned citizen" asked the Manhattan Beach City Council to pay homage to pop star Britney Spears by renaming their water treatment center after the star, according to a video recording from an April 30 meeting.

"Whaddup, council? First off, I love your city of Manhattan Beach. You have great bros," said Chad Kroeger, a character played by comedian Tom Allen.

Allen suggested Manhattan Beach rename its water treatment center the "Britney Spears Toxic Water Center" to pay "homage" to Spears, referencing her hit song "Toxic."

Allen said he was here to fight for his "first and greatest love."

"She's helped me through major bummer," Allen said. "She pretty much guided me through puberty — she's so hot."

Video streamed by the council shows Allen standing in front of the committee with his "associate" John Parr, the Sacramento Bee reported. Parr took to the stand and blew a kazoo before singing a rendition of "Toxic."

'Chad Kroeger' is a longtime advocate for SoCal's right to party and to honor our partiers. He's lobbied the San Clemente City Council for a statue honoring the late "Fast and Furious" actor Paul Walker.

"Detroit has the Robocop, Philly has Rocky, we need Paul Walker," he once explained to San Clemente city leaders.

He also lobbied the Los Angeles City Council when it considered restrictions on the famous house parties of Hollywood Hills.

"Raging at house parties is the truest way to party," he informed the city's leaders.
