Millbrae City Council Meeting Recap For November 10, 2020

Per Governor Gavin Newsom's Executive Order N-29-20 and the March 16, 2020, Order of the Health Officer of San Mateo County directing all individuals living in the County to shelter at their place of residence, the Governor has allowed local legislative bodies to hold public meetings via teleconference and to make public meetings accessible telephonically or otherwise electronically to all members of the public seeking to observe and to address the local legislative body or state body to avoid public gatherings, and has suspended all contrary provisions of the Brown Act. This meeting was held via video conference.

Members of the public can provide comments by joining the City Council meeting via Zoom through web link or call-in phone number. All public comments were subject to a 3-minute time limit unless otherwise determined by the Mayor.
Following the Pledge of Allegiance, the Millbrae City Council presented three proclamations: 1) Proclaiming the month of November 2020 as National American Indian Heritage Month; 2) Proclaiming November 11, 2020, as Veterans Day; and 3) Proclaiming the week of November 30th - December 6th as United Against Hate Week.

The City Council received the San Mateo County Sheriff’s Office - Millbrae Police Bureau Annual Report from Chief Paul Kunkel.
The City Council unanimously approved items 6 and 8 on the consent calendar:
Item 6 - Appointments to the Youth Advisory Committee.
Item 8 - Informational report regarding Coronavirus Aid, Relief, and Economic Security Act (CARES) and Federal Emergency Management Agency (FEMA) assistance.
Items 5 and 7 were removed from the consent calendar for further discussion.
Item 5 - Adopt a resolution authorizing the City Manager to execute Two Vacant Land Listing Agreements with Garrison Properties for the sale of two City surplus properties – was unanimously approved with an amendment indicating that only the Sequoia Ave. property would be listed.
Item 7 - Resolution approving the second amendment with Verra Mobility extending the Automated Red-Light Enforcement System to December 31, 2022 – was unanimously approved.
Following the public hearing, the City Council unanimously approved Item 9 - Adoption of amendments to the Energy Code of the Millbrae Municipal Code for Title 24 Part 6 Energy Code and Part 11 Green Building Code to adopt local reach codes to reduce greenhouse gas emissions.
Following the public hearing, the City Council unanimously approved Item 10 - 401 EAST MILLBRAE AVENUE: Modification to an approved Specific Development Plan, Design Review, Modification of approved Master Sign Program, a Parking Variance to allow less than the required parking subject to the amended Conditions of Approval and; (2) adoption of a Mitigated Negative Declaration and a Mitigation Monitoring and Reporting Program for the construction of a new hotel (“Moxy Hotel”) at the Westin and Aloft Hotel site.
Under new business, the City Council unanimously approved Item 11 - Adoption of Fiscal Year 2020-2021 Senior Advisory Committee Work Plan.
Under new business, the City Council unanimously approved Item 12 - Adoption of Fiscal Year 2020-2021 Youth Advisory Committee Work Plan.
Under new business, the City Council unanimously approved Item 13 - Adoption of Fiscal year 2020-2021 Community Enhancement Advisory Committee Work Plan.
Under new business, Item 14 - Request from the Millbrae Station Area Specific Plan Westside Development City Council Subcommittee for the preparation of a request for proposal to solicit bids for a long-term land lease and development on City property – was removed from this meeting’s agenda.
