Millbrae City Council Meeting Recap For September 22, 2020

Per Governor Gavin Newsom's Executive Order N-29-20 and the March 16, 2020, Order of the Health Officer of San Mateo County directing all individuals living in the County to shelter at their place of residence, the Governor has allowed local legislative bodies to hold public meetings via teleconference and to make public meetings accessible telephonically or otherwise electronically to all members of the public seeking to observe and to address the local legislative body or state body to avoid public gatherings, and has suspended all contrary provisions of the Brown Act. This meeting was held via video conference.

Starting on July 14th, the City allowed members of the public to provide comments by joining the City Council meeting via Zoom. Members of the public were provided the meeting’s web link, call-in phone number, meeting ID, and password. All public comments were subject to a 3-minute time limit unless otherwise determined by the Mayor.
Following the Pledge of Allegiance, the Millbrae City Council presented a proclamation proclaiming September 21, 2020, as Malta Independence Day.

The City Council unanimously approved, items 5, 6, 7, 9, 10, and 11 on the consent calendar:
Item 5 – Resolution accepting the Hillcrest Generator: Purchase, Service and Installation Project as complete and authorizing filing of notice of completion;
Item 6 – Resolution approving the fourth addendum to the agreement with Trent Sunahara Professional Services for strategic communications services for a period of four months through January 31, 2021;
Item 7 – Resolution approving and authorizing the execution of the second amendment to the grant agreement to support Millbrae Community Television (MCTV) and second amendment to agreement for broadcasting, video and channel management services by MCTV for a period of four months through January 31, 2021;
Item 9 – Informational update on Millbrae Recreation Center Restoration Project;
Item 10 – Receive and file monthly general fund financial report for the period ending August 31, 2020;
Item 11 – Mills Estate Park Renovation Project 1) Receive information regarding the project and public outreach process, and 2) Adopt a resolution approving the submittal of a grant application for the Proposition 68 Statewide Park Development and Community Revitalization Program to support the Mills Estate Park Renovation Project.
Item 8 was removed from the consent calendar for further discussion.
The City Council unanimously approved, Item 8, resolution amending the Conflict of Interest Code – following questions and comments from members of the City Council.
Following the public hearing, the Millbrae City Council unanimously approved, Item 12, waiving of the first reading and introduction of the Accessory Dwelling Unit Ordinance with amendments.
Under new business, Item 13, the City Council unanimously provided the 2020 League of California Cities Voting Delegate and Alternates the recommendation to support the proposed resolution.
Under new business, Item 14, the City Council unanimously approved, the urgency ordinance to impose a temporary cap on charges imposed by third party delivery services on food purveyors during the declared local emergency resulting from the COVID-19 Pandemic. Amendments were included to omit restaurants with more than five locations in the state of California and set to expire 30 days following the expiration of the local emergency declaration.
