Millbrae City Council Meeting Recap For September 8, 2020

Per Governor Gavin Newsom's Executive Order N-29-20 and the March 16, 2020, Order of the Health Officer of San Mateo County directing all individuals living in the County to shelter at their place of residence, the Governor has allowed local legislative bodies to hold public meetings via teleconference and to make public meetings accessible telephonically or otherwise electronically to all members of the public seeking to observe and to address the local legislative body or state body to avoid public gatherings, and has suspended all contrary provisions of the Brown Act. This meeting was held via video conference.

Starting on July 14th, the City allowed members of the public to provide comments by joining the City Council meeting via Zoom. Members of the public were provided the meeting’s web link, call-in phone number, meeting ID, and password. All public comments were subject to a 3-minute time limit unless otherwise determined by the Mayor.
Following the Pledge of Allegiance, the Millbrae City Council presented several proclamations. They included: proclamation proclaiming September 11, 2020, as Patriot Day and National Day of Service & Remembrance; proclamation recognizing Labor Day; proclamation proclaiming September 21 – 27, 2020 as National Pollution Prevention Week; and, proclamation proclaiming the month of September as Prostate Cancer Awareness Month.

The City Council unanimously approved, with a vote of 5-0, items 5, 6 and 7 on the consent calendar:
Item 5 – Approval of an amendment to the agreement for law enforcement services with the San Mateo County Sheriff for a total amount of $6,263,605 for FY20-21 which exceeds the City Manager’s administrative approval authority by $17,399;
Item 6 – Resolution approving a professional services agreement with Jarvis, Fay & Gibson, LLP for legal services related to the Millbrae Station Area Specific Plan, review of California High Speed Rail Environmental Impact Report, and other projects;
Item 7 – Resolution accepting the Dewatering Building Roof Repair Project as complete and authorizing filing of notice of completion.
Item 8 was removed from the consent calendar for further discussion.
Item 8 – Adopt a resolution approving the submittal of an application for the Per Capita Grant funds to be used for the Land and Water Conservation Fund Grant match passed unanimously with a vote of 5-0.
Under existing business, Item 9 – Adopt a resolution continuing the Declaration of a Local Emergency in Response to the COVID-19 Pandemic – passed unanimously with a vote of 5-0.
Under new business, Item 10 – Designation of voting delegate and up to two alternates for the 2020 League of California Cities Annual Conference – passed unanimously with a vote of 5-0. Mayor Reuben Holober was designated as the primary delegate. Councilmember Anne Oliva was designated as the alternate.
Under new business, Item 11 – Adopt a resolution authorizing the City Manager to execute a professional services agreement with Bartle Wells Associates for the Water and Sewer Utility Rate Study in an amount not-to-exceed $59,500 – was continued to the September 22, 2020, City Council meeting.
Under new business, Item 12 – Study session to receive input on an amendment to 2016 Millbrae Station Area Specific Plan (MSASP) to replace and update select images – was sent back to the Millbrae Planning Commission for approval of changes.
