RivCo 'Scooter-Flasher' Arrested In Moreno Valley: Cops

After a week-long investigation, a suspect matching the description of a scooter-rider who flashed his genitals to women was found in MoVal.

MORENO VALLEY, CA — A scooter driver suspected of exposing his genitals to two women during separate offenses in Moreno Valley was taken into custody this week, authorities announced Thursday.

Ruben Potillo Delgado, 24, was arrested on suspicion of the crime that took place in two separate locations in Moreno Valley. He was booked at the Robert Presley Detention Center on felony sexual assault charges, and his bail was set at $1,000,000.

Just after 2 p.m. on Tuesday, after a week-long investigation, the Moreno Valley Sheriff's Station Investigation Bureau learned of a possible suspect matching the description from two exposure reports.

Delgado was found near Farragut Avenue and Elsworth Street, where authorities took Delgado into custody, according to Riverside County Sheriff's Department Sgt. Robert Martinez.

Deputies responded around 5 p.m. on May 29 near TownGate Memorial Park regarding a man exposing himself to a woman while riding a motorized scooter.

Upon further investigation, investigators discovered Delgado had allegedly grabbed the victim after exposing his genitals and rode away on his scooter to an unknown destination. Martinez said another woman reported a similar incident around 2 p.m. on May 30 near Arbor Park and Dracaea Avenue before riding away on his scooter.

"Delgado was also being sought by investigators for an incident they began investigating in January 2024, in which a child was sexually assaulted at a residence in the 12100 block of Indian Street, Moreno Valley," Martinez said. "In this incident, Delgado was confronted by the victim’s family, and he immediately fled the area." His whereabouts were unknown, until he was discovered this week.

Investigators believe there are possible additional victims and released a surveillance photo of Delgado in hopes that those individuals would come forward.
