New Commander Named For CHP Oceanside Area

OCEANSIDE, CA — The Oceanside Area of the California Highway Patrol welcomed a new commander earlier this month, the CHP announced Monday.

Rick Goulding, who has been with the CHP for nearly two decades, started as the area's newest commander on May 2. The Oceanside Area office serves the North County cities and communities of Bonsall, Carlsbad, Encinitas, Escondido, Fallbrook, Oceanside, Pauma Valley, Rancho Santa Fe, San Marcos, Valley Center and Vista.

"I look forward to building upon our strong relationships with our allied agencies, traffic safety stakeholders and community groups, in an effort to make the North San Diego County region a safe place to live, work and travel," Goulding said in a statement.

Goulding, who relocated to the Oceanside Area from the San Joaquin Valley, most recently served as commander of the Grapevine Commercial Vehicle Enforcement Facility Commander in Kern County.

Goulding has served as a sergeant, lieutenant and commander with the CHP. Throughout his career, he has been assigned to the CHP areas of Central Los Angeles, Arrowhead, San Bernardino and Yuba-Sutter.

Goulding earned a juris doctorate degree from Gonzaga University School of Law and a bachelor's degree in political science from the University of California, Berkeley. He graduated from the CHP Academy in 2002.
