Norma Torres is pressing the FAA to upgrade Ontario International Airport's air traffic control classification, which could mean better pay, staffing, and technology for controllers at ONT. She's also challenging a proposed FAA rule on crew rest breaks, arguing it oversteps state labor protections, while federal officials defend their authority over flight safety standards.
