Man Fatally Shot By Santa Rosa Officer Identified By Sheriff's Office

BREAKING: Three Santa Rosa police officers involved in the fatal shooting were also identified Tuesday.

SONOMA COUNTY, CA -- UPDATED: The Santa Rosa Police Department has identified the three Santa Rosa officers involved in the fatal shooting of 35-year-old Pablo Garcia Garcia Saturday morning on West Steele Lane as Nicholas Vlahandreas, Jeff Badger and Park McAllister.

Vlahandreas has been a police officer since September 2014 and a Santa Rosa police officer since March. Badger was hired by the Santa Rosa Police Department in 2015 and has no previous law enforcement experience.

McAllister has nine years law enforcement experience with the Santa Rosa, El Segundo, Stockton and Torrance police departments. He has been a Santa Rosa officer since March, according to police.

ORIGINAL POST: The Sonoma County Sheriff's Office has identified a man who was fatally shot by a Santa Rosa police officer in west Santa Rosa on Saturday as 35-year-old Pablo Garcia Garcia. Santa Rosa police said officers responded around 6 a.m. Saturday to two urgent phone calls about a disturbance involving a person who was "acting crazy" and was armed with a knife at a residence in the 2400 block of West Steele Lane.

According to the Sonoma County Sheriff's Office, which is investigating the officer-involved shooting, one of the callers was Spanish-speaking but with the use of a translation line service wasn’t able to tell dispatchers too much information other than asking for a rapid response.

"A second person got on the phone with dispatch and was crying," sheriff's officials said. "This person said someone in the home had a small laceration and was in need of medical attention."

The sheriff's office said a team of approximately 20 detectives was called in to investigate the incident, which comprised of neighborhood canvassing, witness interviews, authoring and serving search warrants, crime scene examination and evidence collection.

The sheriff's office investigation involved developing a timeline, which officials say revealed that the first Santa Rosa police officer arrived on scene at 6:03 a.m., followed by two other officers at 6:05 a.m. When officers located Garcia in a bedroom, under a mattress, armed with a 12-inch kitchen knife, they asked dispatch to send another unit, sheriff's officials said.

At 6:15 a.m., an officer radioed that a Taser had been deployed but was ineffective; at 6:17 a.m., a Santa Rosa police sergeant arrived, and at 6:18 a.m., an officer radioed that shots were fired, the sheriff's office said.

Prior to the shots being fired -- pepper spray was also deployed at some point -- the officers had tried speaking with the man in an attempt to deescalate the situation, sheriff's officials said, noting that the man was described as Hispanic but was able to converse with the officers in English.

"After several minutes of negotiations, the man advanced on the officers with the knife in his hand," sheriff's officials said. "One officer shot the man several times."

Despite officers giving him first aid, he died at the scene, according to the sheriff's office.

Numerous members of multiple families live at the residence and were reportedly home at the time of the incident, including at least two children who were in a separate part of the residence.

The person who suffered a laceration was located and was taken to a hospital for treatment.

According to sheriff's Sgt. Spencer Crum, Garcia was a Santa Rosa resident but was not related to any of the families who lived in the residence.

Garcia has one sister and his parents live in Mexico. The sheriff's office had no previous contacts with Garcia, Crum said.

The number of shots fired, the number of times and locations where the man was struck are still be investigated, according to the sheriff's office.
