Oakland Mayor Schaaf Releases Affordable Housing Plan

Housing affordability is a big issue in Oakland. As more and more people are choosing to leave San Francisco and make their home in Oakland, demand and the cost of housing increases. When Jerry Brown was mayor, that was his goal with his ambitious “10K Plan”, to build new housing in some of the blighted blogs of downtown and to draw new residents.(1)

To combat the affordability issue for lower income residents, Mayor Libby Schaaf plans to unveil the “34K Plan.” The mayor’s proposal would shield low-income renters in 17,000 units and eventually build another 17,000 units which will be a mix of market and below-market priced units. The centerpiece of the proposal is a 27 story high-rise to be built at 1911 Telegraph Avenue, which is in Uptown, next to the Fox Theater and across the street from the old Sears building which will soon be the new corporate headquarters of Uber.

To finance the ambitious plan, the mayor is looking to create a $500 million bond measure to be placed on the November ballot, along with raising the landlord service fee paid to the city. The increase of this fee is controversial, because most landlords own just a few units and this could be seen as a hardship, while also putting more pressure on the need to raise rents. Another proposal on the table is to for nonprofit housing organizations to receive funding to buy and rehabilitate buildings for lower-income residents. The money for this could come from the Metropolitan Transportation Commission and a City Infrastructure Bond.
