Prosecutors say that surveillance video taken from the Woodside Spa in Redwood City shows Alan Patrick Stinson, 32, allegedly using his shoulder to smash the front window of the business.
Construction began in 2012 on the modernized wharf, which replaces a 60-year-old wooden wharf built in the World War II era.
