Company Fined $1.28 Million For 9 Air Violations In Sonoma County

Regulators cited prolonged and intense odors that affected surrounding neighborhoods for weeks and produced visible black smoke.

SONOMA COUNTY, CA — Citing years of noncompliance, including unauthorized operations and impacts on nearby communities, authorities fined a company $1.28 million for "disrupting daily life for residents and violating air quality regulations."

The Bay Area Air Quality Management District fined the BoDean Company for nine air quality violations at the Santa Rosa and Windsor facilities, according to a statement released today by the regulatory agency.

Regulators said BoDean operations generated prolonged and intense odors that affected surrounding neighborhoods for weeks and produced visible black smoke, disrupting daily life for residents and violating air quality regulations.

The violations happened between 2021 and 2025 at BoDean, a construction materials company, according to the agency. The violations included "significant, unpermitted use" of rubberized asphalt equipment from August through September 2022, the agency said in the statement.

“Air quality rules exist to prevent harm to the public, and they apply to everyone,” Air District Executive Officer Philip Fine said in the statement. “This penalty makes clear that violations have consequences and that facilities are expected to always comply with air quality requirements.”
The agency oversees air quality and climate protection across the nine-county Bay Area.

The enforcement action resolves all nine violations, and BoDean’s facilities are now in compliance, the agency said. The agency will direct penalty funds to local and regional projects to improve air quality and public health.
