SAN DIEGO, CA — Tropical Storm Hilary was expected to bring heavy rains, strong winds and possible dangerous flooding Sunday into early Monday in San Diego County.
The unprecedented weather prompted closures at beaches, parks, schools and more.

Beaches
- All state beaches in San Diego County were closed Sunday and Monday.
- City of Coronado beaches were closed Sunday.
- City of Encinitas beaches were closed Sunday.
- City of San Diego beaches were closed Sunday and Monday.
Businesses
- Santee Drive-In Movie Theater was closed Sunday.
Campgrounds
- San Diego County campgrounds at Dos Picos, Lake Morena, Potrero, William Heise and Tijuana River Valley Regional Park were closed Sunday and Monday. The Agua Caliente and Vallecita campgrounds were already closed for the summer.
Events
- SDSU's New Student and Family Convocation event was canceled Sunday.
- SDSU's Aztec Nights and Welcome Week events were canceled Sunday and Monday.
- CSUSM's in-person events were canceled or moved to virtual format Sunday and Monday.
- The city of Coronado's Concert in the Park was canceled Sunday.
- Del Mar Racing was canceled Sunday.
Libraries
- All San Diego County Library branches were closed Sunday.
- City of San Diego libraries were closed Sunday and Monday.
Offices, Public Buildings
- All Cleveland National Forest offices were closed Monday.
- City of San Diego public buildings were closed Sunday and Monday.
- San Diego Humane Society campuses were closed to the public Sunday and Monday.
Parks
- City of San Diego parks were closed Sunday and Monday.
- City of Lemon Grove parks were closed Sunday.
- City of Vista parks were closed Sunday.
- All inland state parks in the path of the storm — including Cuyamaca State Park, Ocotillo Wells State Vehicular Recreation Area and Anza-Borrego Desert State Park — were closed Sunday and Monday due to flooding concerns.
- Cabrillo National Monument was closed Sunday and Monday.
Recreational Facilities
- All YMCA of San Diego County facilities and programming were closed Sunday.
- City of San Diego recreation centers and pools were closed Sunday and Monday.
- Torrey Pines, Balboa and Mission Bay golf courses were closed Sunday and Monday.
Road Closures
- As of 9:05 p.m. Sunday, SR-94 between College Avenue and College Grove Way in San Diego was closed in both directions.
- As of 9:05 p.m. Sunday, I-8 at Inkopah Park Road had one-way traffic control due to rock slide.
- As of 5:34 p.m. Sunday, Huffstatler dip was closed from 5th Street to 2nd Stree due to flooding.
- As of 5:31 p.m. Sunday, Borrego Springs Road was closed at Texas Dip from Highway 78 to the two-mile marker due to flooding.
- As of 4:45 p.m. Sunday, 5th Street dip was closed in Rainbow due to flooding.
- As of 3:55 p.m. Sunday, Alvarado Road was closed in both directions from 70th Street to Comanche in La Mesa due to flooding.
- As of 3:08 p.m. Sunday, the southbound SR-75 offramp to Coronado Cays Boulevard in Coronado was closed indefinitely due to flooding.
- As of 1:48 p.m. Sunday, all lanes of eastbound I-8 at In-Ko-Pah were closed due to a rock slide.
- As of 1:37 p.m. Sunday, Borrego Salton Seaway S22 was closed due to flooding from Rock House Canyon Road to County Line.
- As of 12:33 p.m. Sunday, westbound Camino De La Reina at Camino De La Siesta, eastbound Camino De La Reina west of Avenida Del Rio, and eastbound and westbound San Diego Mission Road between Fairmount and Caminito Yucatan were closed due to potential flooding.
- As of 12:33 p.m. Sunday, southbound Qualcomm Way and Rio San Diego, northbound Mission Center Road between Hazard Center Drive and Camino De La Reina, southbound Ward Road at Camino Del Rio N, northbound and southbound Camino Del Este between Station Village Drive and Camino De La Reina, and Hazard Center Drive below SR-163 were closed due to potential flooding.
School Closures
Colleges and Universities
- San Diego State University and SDSU's Imperial Beach campus were closed Monday. Classes were moved to virtual instruction, with most faculty and staff teleworking.
- Cal State San Marcos was closed Monday. Classes were canceled or moved to virtual formats.
- San Diego Community College District was closed Monday. All classes at San Diego City, Mesa, Miramar, and Continuing Education colleges were canceled.
- All Palomar College sites were closed Monday. Both onsite and online classes were canceled.

- North County Transit District announced that Coaster train service was temporarily suspended Sunday afternoon. Scheduled southbound Coaster departures from Oceanside Transit Center at 2:16 p.m. and 5:16 p.m. were canceled. Scheduled northbound Coaster departures from Santa Fe Depot at 3:40 p.m. and 7:20 p.m. were also canceled.
