San Francisco DA Declines Charges In Baltimore Police Sexual Assault Case: Report
SF district attorney declines to file charges against 4 Baltimore police officers after a sexual assault allegation by a Bay Area woman.
SAN FRANCISCO, CA — San Francisco prosecutors have halted a criminal case against four Baltimore police officers accused of sexual assault.
Prosecutors from the San Francisco District Attorney's Office said they could not prove the allegations beyond a reasonable doubt despite earlier warrant review and a months-long investigation, according to reports.
The case stemmed from a September 2024 incident reported by a 39-year-old woman who said she was assaulted by four Baltimore police officers.

The four officers — including suspended Eastern District commander Maj. Jai Etwaroo and officers Juan Rivas, Angel Villaronga, and Jahmoor Acosta — remain on administrative duty with pay under the Baltimore Police Department while internal investigations continue, the Baltimore Banner reported..
The woman told investigators she met the officers through a connection involving social media messaging, joined them for drinks, and later lost consciousness after drinking alcohol, according to reports.

The woman said she woke up the next morning partially undressed in a hotel room with one officer while others prepared to leave, and she later underwent a rape kit examination at the urging of friends the Baltimore Banner reported.
San Francisco prosecutors acknowledged that investigators established probable cause for arrest warrants, but concluded the case could not survive the higher standard required in court, according to reports. The office said it would revisit the matter if new evidence emerges.
The woman criticized the outcome, saying she felt “taken advantage of” and questioning how the encounter unfolded while she was incapacitated, the paper reported.
Baltimore police officials confirmed the officers remain suspended pending the results of an internal review, separate from the criminal investigation, according to the Baltimore Banner.
