2013 Paving Projects
This year’s paving projects are now complete. Projects were completed on Foss Avenue, Durham Road, Santa Cruz Avenue, Santa Barbara Avenue, Salinas Avenue and Pasadena Avenue. As part of the process the Town worked with all of the local utilities, including Marin Municipal Water District, Ross Valley Sanitary District and PG&E, to ensure that the utilities in the roadways to be paved were inspected and in many cases, replaced.
The roads were repaved, following the required utility work, using a process called Full Depth Reclamation (FDR). FDR is a process that rebuilds worn out asphalt pavements by recycling the existing roadway.

The old asphalt and base materials are pulverized in place using a specialized machine called a reclaimer. On top of the pulverized material, water is added and then a variety of materials, such as dry cement, lime, fly ash, or asphalt emulsion are incorporated for stabilization. A reclaimer is used again on site to mix all the materials. After shaping and grading, the new base is compacted to produce a strong, durable base for the asphalt roadway.
Since this method recycles the materials in place, there is no need to haul in aggregate or haul out old material for disposal. Additional vehicle movements in the neighborhood are reduced and detours are minimized, making this process more convenient for local residents.

FDR saves money while preserving natural resources by using existing materials and conserving virgin aggregates. The road performance is improved through better stabilization, building a stronger, low-maintenance road that will last for many years.
With proper engineering, the FDR process provides a roadway that can last 30 years, longer than a conventional asphalt roadway, all the while saving natural resources.

Volunteer Receptionists Needed
Calling all volunteers! The Town’s Volunteer Receptionist program is in need of more volunteers. Our volunteer receptionists answer phones, direct visitors to the appropriate counter and respond to inquiries at Town Hall. Morning shifts are 8:30 a.m. to 12 noon and afternoon shifts are from 1 p.m. to 3 p.m. Schedules are flexible, depending on how often a volunteer wants to work.

Register to Vote
You can apply to register to vote through the Secretary of State’s website at http://www.sos.ca.gov/elections/elections_vr.htm. You can also pick up a paper voter registration application at the County elections office, Library, Department of Motor Vehicles offices, or any U.S. post office. It is important that your voter registration application be filled out completely and be postmarked or hand-delivered to the County elections office at least 15 days before the election. Our next election is scheduled for Tuesday, November 5, 2013.
Volunteer Board/ Committee/ Commission Openings
The Town Council is seeking volunteers for the Library Advisory Board and the Quality of Life Commission.
The Library Advisory Board is charged with considering, proposing and recommending guidelines with respect to programs and facilities to meet the library needs of the community, in conjunction with the Town Librarian. The Board consists of seven members and meets on the fourth Thursday of every other month at 4:30 p.m. in the Library.
The Quality of Life Commission was established to promote sustainability in San Anselmo by defining and enhancing opportunities for sustainable practices to secure a high quality of life for San Anselmo residents within the means of nature by simultaneously meeting environmental, economic and community needs. The Commission consists of nine members and meets regularly on the third Monday in the Historical Museum, at 7 p.m. on the first floor of the library. There are three seats available.

U-Turns on San Anselmo Avenue
Town staff continues to receive regular complaints from residents about illegal U-turns being made on San Anselmo Avenue, particularly in the center of the downtown area. Since I have a birds-eye view of this part of San Anselmo Avenue from my office, I can attest to this problem. The problem is drivers traveling southbound on San Anselmo Avenue who spot a parking space on the northbound side of the street, and make a quick U -turn into the parking spot. The Police Department advises that this is a dangerous practice and is also against the law! Please pass the word.
