SUBJECT: Approve Cancellation of the Regular City Council Meeting of December 12, 2017

BACKGROUND:

The San Bruno Municipal Code calls for the City Council to meet in regular session on the second and fourth Tuesdays of each month beginning at 7:00 pm at the San Bruno Senior Center. The next regular meeting of the City Council is scheduled for December 12, 2017.

The City held a general municipal election on November 7, 2017. At the election two new City Councilmembers and a new Mayor were elected. According to the Municipal Code requirements, the newly elected officials will assume office on December 12th. In order to make the swearing in and installation of the newly elected City Council officials a festive occasion, the City Council has developed plans to hold a meeting on December 12th meeting at the Samuel Johnson, Jr. Performing Arts Theater at Capuchino High School to swear in and install the newly elected City Council officials.

The State Elections Code requires that local elected officials must be sworn in at the regular meeting location of the jurisdiction. In order to meet this requirement and to also allow the scheduling of the event at Capuchino High School, staff proposes that the City Council cancel the regular December 12th meeting and schedule a short special meeting at the Senior Center at 5:45 pm. on December 12th That meeting will include a report on the election results, the official swearing in and installation of the newly elected City Council members and Mayor and one or two other items of business. Following adjournment of that special meeting, a second special meeting will be scheduled at Capuchino High School at 7:00 pm for the purpose of a ceremonial installation of City Council officers and a reception in their honor.

DISCUSSION:

In order to facilitate the activities identified above in this report, staff is recommending cancellation of the regular meeting of December 12, 2017 and the scheduling of two special meetings on that date. Cancellation of a regular meeting requires action by the City Council. In order to provide notice to any interested party and to members of the public generally, staff recommends that the City Council consider cancellation of a meeting sufficiently in advance of the scheduled meeting date.

FISCAL IMPACT: None

ALTERNATIVES:

1. Do not cancel the December 12, 2017 regular City Council meeting and provide alternate direction to staff regarding the swearing in of newly elected City Council Members

RECOMMENDATION:

Approve cancellation of the regular City Council meeting of December 12, 2017
