AB 516 Would Improve Public Safety and Boost Transportation Funding

Sacramento – Speaker pro Tem Kevin Mullin’s (D-San Mateo) temporary license plate bill has cleared the Assembly floor with significant bipartisan support and now heads to the Senate for consideration. AB 516 will modernize California’s system of getting temporary license plates on vehicles at the point of sale.

“Currently, the State of California is the only state in the country that allows cars to drive without a license plate on their vehicle for as long as 90 days,” Mullin stated. “The status quo is a threat to public safety and contributes to the loss of millions of dollars in revenue as a result of toll violations.”

AB 516 addresses both of these issues by ensuring that vehicles are assigned temporary license plates at the point of sale, by implementing existing print-on-demand technology. This bill will improve public safety and boost transportation funding by enabling law enforcement and toll operators to identify vehicles that break the law prior to receiving their permanent license plates.

“As this bill has moved through the approval process, I have become increasingly aware of incidents throughout the state that highlight the need for temporary license plates”, Mullin said. “The number of unsolved hit-and-run accidents alone is staggering and I believe AB 516 will provide law enforcement with critical information that will help them solve a higher percentage of these incidents, providing much needed closure for the effected families.”

AB 762 also cleared the Assembly floor today and will address a gap in child care licensing by extending the toddler option on an infant child care license from 30 months to 36 months.
