Today, four bills introduced by Assemblymember Kevin Mullin cleared the Assembly floor and now move on to the Senate for consideration.

AB 461 directly impacts San Mateo County residents with developmental disabilities who are Medicare and Medi-Cal dual eligible by allowing them to voluntarily enroll in the Coordinated Care Initiative, also known as the Cal MediConnect Program. The Coordinated Care Initiative was established as a three-year program in eight select counties to help these dual eligible individuals coordinate medical, behavioral health, long-term institutional, and home and community-based services through one health plan. Without this option, these individuals would be left without a consolidated health plan to maximize their Medi-Cal and Medicare benefits.

“This legislation provides both continued access and increased efficiency of care to over 600 individuals in San Mateo County currently enrolled in Health Plan of San Mateo,” stated Assemblymember Mullin. “In allowing these individuals to enroll in the Coordinated Care Initiative, we are ensuring their continued access to critical services.”

Another bill that directly impacts San Mateo County is AB 1424 which would allow for greater participation on mental health boards/commissions by an individual who is a consumer of mental health services and who is also an employee of a contract agency who has obtained such employment as part of his/her recovery. Current guidelines make it difficult to maintain the required number of board members/commissioners in the position of “consumer of mental health services. “AB 1424 recognizes that gainful employment is part of the recovery process and that lived experience of staff is one of the best ways to promote wellness and reduce stigma in the workplace,” said Mullin. “I appreciate the input and support of the County of San Mateo Health System as this bill has moved through the process.”

California has the highest ballot rejection rate in the country and AB 477 will reduce the number of legitimate vote-by-mail ballots that are rejected. This bill allows elections officials to use other signatures in a voter’s registration record to verify vote-by-mail envelopes and also grants more time for elections officials to collect signatures on ballots that arrive unsigned. A similar policy has already been successfully implemented in Florida and Colorado.

According to Mullin, “Having the highest ballot rejection rate in the country should be a wakeup call and with the majority of voters casting their ballots by mail, we must do everything we can to make sure all legitimate ballots are counted.”

Finally, AB 464 gives local voters the ability to raise revenue to fund important public services, including transportation, public safety and libraries by lifting the cap on district taxes from two to three percent.
