Assemblymember Kevin Mullin to Introduce Election Recount Reform Bill
Remains Committed to Fair and Transparent Process
SACRAMENTO – Assemblymember Kevin Mullin (D-San Mateo) plans to introduce a comprehensive, permanent election recount reform bill on December 1, the first day of the 2015-16 legislative session. The legislation will require the California Secretary of State to order a state-funded manual recount for any statewide office or ballot measure where the margin of victory is one tenth of one percent (0.1%) or less. The bill will also include a recount process for presidential elections in time for 2016.

“The need to update our existing recount system was front and center during the recount initiated during the 2014 State Controller’s primary race,” Mullin said. “We have overwhelming indications that the current system is flawed and potentially favors the candidate with the most money to pay for it. I am committed to addressing this fundamental, democratic principle and look forward to working with my colleagues to pass a bill to ensure any future recounts are fair and transparent.”
Mullin introduced Assembly Bill 2194 in August near the end of the 2013-14 legislative session, but it stalled in the State Senate after a procedural vote where Republicans voted no, denying the bill the opportunity to have a fair hearing. “I am committed to bringing California’s recount process into the 21st century and look forward to it moving through the full legislative process,” Mullin stated.

The 22nd district includes the cities of Belmont, Brisbane, Burlingame, Foster City, Hillsborough, Millbrae, Pacifica, Redwood City, San Bruno, San Carlos, San Mateo, portions of South San Francisco and the San Mateo County Coastside communities of Montara and Moss Beach.
