San Bruno CA Announces New City Manager - Mr. Jovan D. Grogan

News Release – City Manager Selection - June 21, 2018
The San Bruno City Council will consider approval of an employment agreement with Mr. Jovan D. Grogan to be San Bruno’s next City Manager at their June 26, 2018 regular City Council meeting. Mr. Grogan was selected after a nationwide recruitment process that followed the current City Manager’s retirement announcement. City Manager Connie Jackson announced her retirement in October of 2017 after a distinguished career including almost 15 years with the City of San Bruno. With this agreement, Mr. Grogan would begin his employment with the City of San Bruno on July 30, 2018 with an annual salary of $236,500.

Mr. Grogan currently serves as Deputy City Manager for the City of Berkeley, California. As Deputy City Manager, he provides executive oversight, leadership, and support for various City departments and divisions; including Animal Services, Code Enforcement, Human Resources, Information Technology, Neighborhood Services, Parks, Recreation and Waterfront, and Public Works.

According to Berkeley City Manager Dee Williams-Ridley, “Jovan has been instrumental in ensuring that key City Council and community initiatives have been implemented effectively, and he has also been a great thought-partner on challenges that face the City of Berkeley. I will miss his counsel and leadership.” She went on to say that “San Bruno is getting an amazingly talented and experienced new executive.”
Prior to his position with the City of Berkeley, Mr. Grogan served as the Deputy City Manager and Budget Officer for the City of Concord, California. He also served as a Senior Management Advisor with Management Partners, a consulting firm that specializes in helping local governments improve operations. Jovan is a member of the International City/County Management Association (ICMA) and serves on the Board for the California Division of ICMA. He is also on the Board of Directors for the National Forum for Black Public Administrators (NFBPA).
Mr. Grogan completed his undergraduate and graduate educations at Cornell University, where he received a Bachelor of Science in Urban and Regional Studies, as well as a Master of Regional Planning Degree.
San Bruno Mayor Rico E. Medina stated he and the City Council are excited to have Mr. Grogan join the City of San Bruno Team. “Jovan D. Grogan brings the right combination of experience, skills and ideas to San Bruno at a critical time in our City’s evolution. Jovan’s ability to tackle budget and finance issues, land use opportunities, infrastructure planning, and overall protection of our neighborhoods and quality of life stood out among the candidates. We look forward to welcoming Jovan and his family to San Bruno.”
Mr. Grogan added, “San Bruno is an amazing place. I feel very fortunate to be joining the City of San Bruno team. I look forward to working with the San Bruno community, City Council, commissions, and staff.”
