AGENDA - SAN BRUNO CITY COUNCIL & SAN BRUNO PUBLIC FINANCING AUTHORITY
October 24, 2017 - 7:00 p.m.
Meeting Location: San Bruno Senior Center, 1555 Crystal Springs Road, San Bruno, CA
City Council meetings are conducted in accordance with Roberts Rules of Order Newly Revised and City Council Rules of Procedure. You may address any agenda item by standing at the microphone until recognized by the Council. All regular Council meetings are recorded and televised on CATV Channel 1 and replayed the following Thursday, at 2:00 pm. You may listen to recordings in the City Clerk's Office, purchase CD’s, access our web site at www.sanbruno.ca.gov or check out copies at the Library. We welcome your participation. 6. APPROVAL OF MINUTES: Special and Regular City Council Meetings of October 10, 2017.
7. CONSENT CALENDAR: All items are considered routine or implement an earlier Council action and may be enacted by one motion; there will be no separate discussion, unless requested.
- Approve: Accounts Payable of October 2, 9 and 16, 2017.
- Approve: Payroll of October 6, 2017.
- Waive: Second Reading and Adopt Ordinances Enacting Water and Wastewater Capacity Charge Updates.
- Accept: Request from Culture & Arts Commission Chair to Declare Vacancy Due to the Passing of a Member and Direct the City Clerk to Post the Vacancy in Accordance with State Law and Initiate the Process for the Appointment of a New Member.
- Adopt: Resolution Authorizing the Closure of Park Avenue between Chestnut Avenue and Oak Avenue on October 31, 2017 between the Hours of 5:00 PM and 10:00 PM.
c. Accept: Reconciliation of General Ledger to Bank Reports and Investment Reports Dated August 31, 2017.
g. Adopt: Resolutions of the San Bruno Public Financing Authority
- Setting the Time and Place for Regular Meetings of the Board of Directors
- Adopting the City Debt Management Policy
- Approving the Issuance and Sale of Water Revenue Bonds by the San Bruno Public Financing Authority in the Maximum Principal Amount of $13,500,000 to Provide Financing for Improvements to the Water System, and Approving Related Documents and Actions; and
- Approving the Issuance and Sale of Wastewater Revenue Bonds by the San Bruno Public Financing Authority in the Maximum Principal Amount of $27,500,000 to Provide Financing for Improvements to the Wastewater System, and Approving Related Documents and Actions.
8. PUBLIC HEARING:
9. PUBLIC COMMENT ON ITEMS NOT ON AGENDA: Individuals allowed three minutes, groups in attendance, five minutes. If you are unable to remain at the meeting, ask the City Clerk to request that the Council consider your comments earlier. It is the Council's policy to refer matters raised in this forum to staff for investigation and/or action where appropriate. The Brown Act prohibits the Council from discussing or acting upon any matter not agendized pursuant to State Law.
10. CONDUCT OF BUSINESS:
a. Receive Oral Report and Review Status of Local Emergency Related to the Truck Collision at the Senior Center and Continuing Declaration of Local Emergency.
b. Adopt Resolutions of the City of San Bruno Council and the San Bruno Public Financing Authority Board of Directors:
- Adopt Resolution Repealing the Existing Parking Restriction on the East Side of the 700 Block of Hensley Avenue and Establishing a New Parking Restriction on the East Side of the 700 Block of Hensley Avenue Between 9 AM to 11 AM on the First and Third Monday of Every Month For Street Sweeping.
- Adopt Resolution Authorizing the City Manager to Execute a Memorandum of Agreement with the City of Daly City and the California Water Service Company for Preparation of a Groundwater Sustainability Plan for the South Westside Groundwater Basin.
11. REPORT OF COMMISSIONS, BOARDS & COMMITTEES: Receive Annual Report from the Culture & Arts Commission
12. COMMENTS FROM COUNCIL MEMBERS:
Receive Request from Councilmember Marty Medina for the City to Consider an Application to the San Mateo County Transportation Authority to Fund Establishment of a Proposed Shuttle Service in San Bruno.

The next Regular City Council Meeting will be held on November 14, 2017 at 7:00 p.m. at the Senior Center, 1555 Crystal Springs Road, San Bruno.
