Measure N, the Economic Enhancement Initiative


The San Bruno City Council has placed Measure N, the Economic Enhancement Initiative, on the ballot of the November 4, 2014 general election. Measure N seeks to implement the Transit Corridors Plan (TCP) and promote economic enhancement in San Bruno’s downtown area and along transit corridors in proximity to the new Caltrain Station. Passage of Measure N would ease restrictions on certain types of development that hinder private investment and redevelopment in the TCP area. The measure would require a simple majority vote for passage.

Measure N Ballot Question

To stimulate economic enhancement, shall the City amend Ordinance 1284, only in San Bruno’s Transit Corridors Plan Area, to allow:

1. Buildings exceeding the maximum height of fifty feet by: twenty feet along El Camino Real, fifteen feet along San Bruno Avenue, five feet along San Mateo Avenue, and forty feet in the Caltrain Station area;

2. Development on 42 residential parcels exceeding the density permitted in 1974;

3. Above-ground multi-story parking garages.

Existing Development Restrictions

Ordinance 1284 was adopted in 1977 for the purpose of assuring referral to the voters of San Bruno certain types of development proposals that may establish new precedents in planning and zoning policies. It requires approval by a majority San Bruno voters for approval of buildings or other structures exceeding fifty feet or three stories in height, exceeding the density limits in residential districts above levels permitted in 1974, and prohibiting above ground, multi-story parking structures.

Amendments to Ordinance 1284 have been successfully approved previously by San Bruno voters: the Tanforan Park Shopping Center in 1984 and The Crossing in 2001.

Residential Protections

The changes proposed in Measure N apply only within the TCP area and nowhere else in the City. The TCP includes protection measures to address residents’ concerns about potential impacts of new development on existing low density residential neighborhoods. The TCP contains Mixed Use to Residential Transition Measures including specific findings that the approval body, the Planning Commission or City Council, must consider during the public review and approval process. Larger projects would be required go through a more detailed pre-application public process. The TCP also prohibits the use of eminent domain for residential property.
