AGENDA - SAN BRUNO CITY COUNCIL - October 10, 2017 - 7:00 p.m.

Meeting Location: San Bruno Senior Center, 1555 Crystal Springs Road, San Bruno, CA

City Council meetings are conducted in accordance with Roberts Rules of Order Newly Revised and City Council Rules of Procedure. You may address any agenda item by standing at the microphone until recognized by the Council. All regular Council meetings are recorded and televised on CATV Channel 1 and replayed the following Thursday, at 2:00 pm. You may listen to recordings in the City Clerk's Office, purchase CD’s, access our web site at www.sanbruno.ca.gov or check out copies at the Library. We welcome your participation. In compliance with the Americans with Disabilities Act, individuals requiring reasonable accommodations or appropriate alternative formats for notices, agendas and records for this meeting should notify us 48 hours prior to meeting. 3. ANNOUNCEMENTS:

A Candidate Forum will be held at the San Bruno Senior Center on Wednesday, October 11th at 7:00 p.m., it will be moderated by League of Women Voters and televised live on San Bruno Cable T.V. Channel 1.

4. PRESENTATIONS:

• Presentation of the Beautification Task Force’s Annual Beautification Awards. The City Council will Recess the Regular Meeting Immediately Following the Awards Ceremony to Host a Short Reception Honoring the Award Recipients.
• Present Proclamation Honoring the San Bruno Library for the 2017 Summer Reading Program.

5. REVIEW OF AGENDA:

6. APPROVAL OF MINUTES: Special and Regular City Council Meetings of September 26, 2017.

7. CONSENT CALENDAR: All items are considered routine or implement an earlier Council action and may be enacted by one motion; there will be no separate discussion, unless requested.

• Approve: Accounts Payable of September 18, and 25, 2017.
• Approve: Payroll of September 22, 2017.
• Adopt: Resolution Accepting the 324 Florida Site Remediation Project as Complete, Authorizing the Filing of Notice of Completion with the San Mateo County Recorder’s Office, and Authorizing Release of the Construction Contract Retention in the Amount of $11,508.
• Adopt: Resolution Approving Agreement between the City of San Bruno and the San Bruno Management Employees Association, and Authorizing its Execution by the City Manager.

8. PUBLIC HEARING:

Hold Public Hearing, Waive First Reading, and Introduce Ordinances Enacting Water and Wastewater Capacity Charge Updates.

9. PUBLIC COMMENT ON ITEMS NOT ON AGENDA: Individuals allowed three minutes, groups in attendance, five minutes. If you are unable to remain at the meeting, ask the City Clerk to request that the Council consider your comments earlier. It is the Council's policy to refer matters raised in this forum to staff for investigation and/or action where appropriate. The Brown Act prohibits the Council from discussing or acting upon any matter not agendized pursuant to State Law.

10. CONDUCT OF BUSINESS:

• Receive Report and Provide Direction on the Widening of State Route 35 from Interstate 280 to Sneath Lane.
• Receive Report and Provide Direction Regarding Traffic Safety Improvements on Susan Drive.
• Approve Design, Amend Capital Improvement Program Budget to Include $93,952 for the Pedestrian Warning Systems Project and Adopt Resolution Authorizing the City Manager to Execute a Construction Contract with St. Francis Electric, LLC for the Pedestrian Crosswalk Enhancement Project at Portola Elementary and Parkside Intermediate Schools in an Amount Not to Exceed $137,690, Approving a Construction Contingency of $20,654, and Approving a Total Budget of $165,229.
• Adopt Resolution Adopting a City Debt Management Policy.
• Receive Report and Provide Direction to Staff Regarding Recruitment of the New City Clerk.

Conference with Labor Negotiators Pursuant to Gov’t Code Section 54957.6: Agency Designated Representatives: City Manager, Assistant City Manager, and City Negotiator, Employee Organizations: San Bruno Police and San Bruno Professional Firefighters Association Bargaining Units.

The next Regular City Council Meeting will be held on October 24, 2017 at 7:00 p.m. at the Senior Center, 1555 Crystal Springs Road, San Bruno.
