Sacramento – As the legislative year enters its final weeks, numerous bills were considered by the Appropriations Committee of each house today. Speaker pro Tem Kevin Mullin had a total of five bills clear the Senate Appropriations Committee, moving them on to the Senate floor.
“I am extremely pleased to have these five bills move on to the full Senate for consideration,” said Mullin. “Fair and transparent election processes, social equity and public safety issues are important legislative priorities for me and I believe are important issues for California.”

AB 44 is Mullin’s elections reform bill which will ensure statewide recounts in California are fair and accessible for all voters and candidates by providing a state-funded, full manual recount option at the discretion of the Governor for any statewide office or ballot measure where the margin of victory is 0.015% or 1,000 votes, whichever is lower.
AB 50 would expand the scale of the Nurse-Family Partnership (NFP) and other evidence-based programs to Medi-Cal eligible recipients in California. Expanding the reach of evidence-based public health initiatives like NFP programs will provide grants for voluntary nurse home visiting programs for expectant first-time mothers, their children and their families.
AB 371 also known as the CalWORKs Family Unity Act of 2015, removes the deprivation requirement in CalWORKs that currently results in a denial of aid to two-parent families when parents are employed, regardless of whether or not their income and assets qualify them for aid.
AB 477 will reduce the number of legitimate vote-by-mail ballots that are rejected. This bill grants more time for elections officials to collect signatures on ballots that arrive unsigned. A similar policy has already been successfully implemented in Florida and Colorado.
AB 516 is the temporary license plate bill that will modernize California’s vehicle identification system by placing temporary license plates on vehicles at the point of sale. This bill addresses public safety issues that have resulted when vehicles used for criminal activity cannot be identified, as well as the loss of millions of dollars in revenue as the result of toll violations when vehicles don’t have license plates.
Mullin also had two other measures clear the Senate and Assembly respectively today.
AB 762, which closes the gap in child care licensing by extending the toddler option on a child care license from 30 months to 36 months, cleared the Senate on a unanimous vote and will return to the Assembly for concurrence prior to moving on the Governor for consideration.
Mullin also had AJR 22, “Updating the Official Poverty Measure” clear the Assembly floor today. AJR 22 urges Congress to take steps to reform the outdated and inadequate Official Poverty Measure to better reflect poverty and unmet needs demonstrated by the Supplemental Poverty Measure. It now moves to the Senate.
