Foundation Supports School District Transformation Projects
At its June 6 meeting, the Foundation Board approved a strategic grant totaling $250,000 to the San Bruno Education Foundation to support two projects central to the San Bruno Park School District's current efforts to transform its schools into "Schools with Tomorrow Inside." The projects - the Sobrato Early Academic Language (SEAL) Program at Belle Air and Allen Elementary Schools and the Parkside Intermediate School Accelerating Student Learning Through Systems Transformation - are aimed at addressing the achievement gap and implementing 21st century learning strategies and methodologies to ensure academic and personal success for all students.
SEAL is designed to build the capacity of elementary schools to powerfully develop the language and literacy skills of students, particularly English language learners from kindergarten to the third grade. An instructional model, SEAL will provide significant professional development and coaching for Belle Air and Allen teachers. The Foundation grant will fund the program fees required for the district to implement SEAL starting in the 2018-2019 academic year.
Foundation funding will also enable the school district to utilize the expertise of Partners in School Innovation, a San Francisco-based nonprofit organization that works with school districts and teachers to transform under-performing districts to narrow the achievement gap, to support the transformation of Parkside into a 21st century school. The district’s goal is to better align the academic programs at Parkside in order to ensure that its eighth graders enter high school with the knowledge and skills to be able to participate in any program of their choosing.

Share Your Vision for the New Recreation and Aquatics Center
The City of San Bruno, with the assistance of Group 4 Architecture, Research + Planning, Inc., is hosting a variety of opportunities for San Bruno community members to give input on the vision for a new community recreation and aquatics center in San Bruno City Park. Thank you to those who have already participated in the first round of surveys and community meetings – we received over 1,100 responses!
The Foundation plans to dedicate $50 million to fund the design and construction of the new center, including this first conceptual design phase. The City is managing all aspects of this important community project.

Community Grants Fund Will Launch in July
Through the Community Grants Fund, the Foundation will again offer local community organizations the opportunity to apply for grants of up to $25,000 for programs or projects that benefit the San Bruno community.
Updated program guidelines for the 2018-2019 grant cycle and the online application will be available in early July at sbcf.org.
Over the summer, three workshops - on July 16, August 14, and September 10 - will offer prospective applicants the opportunity to learn about the Community Grants Fund and the application process. The application deadline will be Wednesday, September 26, 2018, with the announcement of grant awards to be made in December.
More information about the Community Grants Fund will be disseminated throughout San Bruno in early July.
June Board Meeting Summary
The Board of Directors of the San Bruno Community Foundation held its regular monthly meeting on June 6, 2018, at the San Bruno Senior Center. In addition to honoring the 2018 Crestmoor Scholars, the Board handled other agenda items, including:
Report from Investment Committee: Investment Committee Chair Tim Ross reported on the Committee's latest quarterly meeting on May 16, 2018. He gave highlights of the report from Sand Hill Global Advisors (SHGA), the Foundation's investment adviser, which included the firm's investment outlook and a review of the performance of the Foundation's three investment accounts (Quasi-Endowment, Strategic Pool, and Liquidity Pool). He reported that the Committee decided to follow last year’s practice of recommending to the Board a Quasi-Endowment payout rate of 1.95%, which would result in an amount ($319,980) sufficient to meet the cash flow needs for the Crestmoor Scholarship and the Community Grants Fund for the upcoming fiscal year. The Board followed the Committee's recommendation and set the fiscal year 2018-2019 Quasi-Endowment payout rate at 1.95%.
Chair Ross then reported that the SHGA team presented the Committee with cash flow testing analysis of the Strategic Pool, based on a preliminary timeline of the estimated expenditures related to the design and construction of the new San Bruno Recreation and Aquatics Center provided by the architectural firm leading the City's conceptual design process for the new facility. With this analysis, the Committee discussed how best to manage funds in the Strategic Pool to meet the Foundation’s cash flow needs with regard to the Recreation and Aquatics Center project, other strategic grants, and its operating expenses. The Committee considered various actions it could take to decrease some of the risk of market volatility, ultimately recommending to the Board a transfer, at the beginning of fiscal year 2018-2019, of $10 million from the Strategic Pool to the Liquidity Pool to protect those funds from fluctuations in the market. The Board agreed with the Committee's recommendation and approved the transfer of funds.
Finally, he reported that the Committee conducted its annual review of the Foundation's Investment Policy Statement and its Investment Operating Plan with SGHA, declining to recommend any amendments to either document.
Discussion Regarding Strategic Grantmaking Budgeting Constraints: The Board then launched into a discussion of the Board’s budgetary strategy in approaching future strategic grantmaking opportunities. The Board reached consensus that the Foundation should remain open to considering any new grant opportunities, but that the level of grantmaking must be scaled back from past years, at least until the Recreation and Aquatics Center grants are fully disbursed.
Report on First Responder Effectiveness Strategic Initiative: On behalf of the Ad Hoc Committee on First Responder Effectiveness Strategic Initiative, Vice President Frank Hedley reported that implementation of the three projects under the initiative - emergency shelter supplies; critical facilities site assessments, incident action plans, and joint public safety training; and police officer mindfulness, compassion, and resiliency training - is underway but, not surprisingly, at a slower pace than originally expected as the Police and Fire Departments deal with the aftermath of the April 3, 2018, shooting at YouTube’s San Bruno headquarters. He also reported that the Foundation expects to receive donations from Google.org and Google and YouTube employees totaling at least $290,000 in response to the brave work of San Bruno’s first responders who supported YouTube during the incident. The Foundation is in discussions with the City about other first responder projects that could be supported by the additional funds.
Report on Recreation and Aquatics Center Project: On behalf of the Ad Hoc Committee on the Recreation and Aquatics Center Project, President Nancy Kraus reported that the conceptual design process is in its second phase, with the City soliciting community input through community meetings, open houses, and an online survey. Group 4 Architecture, Research + Planning, Inc., intends to present the recommended conceptual design for the Recreation and Aquatics Center to the City Council on June 26.
Report on Other Strategic Initiatives with the City: Executive Director Leslie Hatamiya provided a brief update on the status of the various projects with the City that the Foundation is funding, including the Pedestrian Safety Strategic Initiative, the development of a new park on Florida Avenue, and Community Day, which was held on Sunday, June 3.
Report on Other Programs: Executive Director Hatamiya reported that the 2018-2019 cycle of the Community Grants Fund will launch in early July and follow the same timeline as last year: online application available at the beginning of July, three grant workshops held over the summer, an application deadline of September 26, and Board consideration of a review panel's recommendations in December. Reporting on the Music Education Strategic Initiative, she reviewed key highlights of the first annual reports submitted by the San Bruno Education Foundation and the Capuchino High School Alumni Association.
Report from Ad Hoc Committee on Board Development: Committee Member John McGlothlin reported on the Committee's activities, including development of a Committee charge and beginning preparations for the Board transition that will take place at the end of 2019, when three current Board members will be termed out and the City Council will appoint three new Board members.
Approval of SBCF 2018-2019 Budget: Executive Director Hatamiya presented the Foundation's proposed budget for fiscal year 2018-2019 which the Board approved. The budget includes $4,890,000 in program disbursements, including $4,000,000 for the second stage (construction documents) of the Recreation and Aquatics Center, $120,000 for the Crestmoor Neighborhood Memorial Scholarship, $200,000 for the Community Grants Fund, and $250,000 for the school district transformation grant. The budget includes transfers of $319,980 from the Foundation's Quasi-Endowment and $4,043,704 from the Strategic Pool account to fund the Foundation's cash needs in 2018-2019. Per the Foundation's Bylaws, the San Bruno City Council will consider the Foundation's budget at its June 26, 2018, meeting.
The Board also canceled its regular July and August meetings. The Board's next regular meeting will take place on Wednesday, September 5, 2018, at 7:00 p.m. at the San Bruno Senior Center.
