BACKGROUND

Since Fiscal Year 2006-2007, the Pacifica Police Department has administered grant funding via the California Department of Alcoholic Beverage Control (ABC) for the Under 21 Consumption of Alcohol Suppression Team (<21 COAST Task Force). The <21 COAST Task Force is composed of the San Bruno, Pacifica and South San Francisco Police Departments. The San Bruno Police Department plans to be the administering agency for this grant for fiscal year 2018-2019.

The purpose of the <21 COAST Task Force is to work collaboratively to reduce access to alcohol by minors, and to combat alcohol related quality of life issues in local communities. There are a. total of 362 on and off sale ABC licensed establishments located in the <21 COAST Task Force's three jurisdictions.

Upon receipt of ABC grant funding for fiscal year 2018-2019, the <21 COAST Task Force will continue to operate within the three jurisdictions with the goals of reducing alcohol related crime through enforcement, education, and community outreach. The San Bruno Police Department has received grant funding the amount of $56,823 to share with the two partner agencies for the effective enforcement of existing laws and to raise awareness of the social awareness of the dangers of irresponsible alcohol consumption.

DISCUSSION:

Each community within the three jurisdictions of the <21 COAST Task Force has its own unique issues as they relate to problems with underage drinking and ABC licensed businesses and each agency retains the authority and responsibility for addressing alcohol related issues within that community.

Current Office of Traffic Safety (OTS) collision rankings place San Bruno as gth out of 93 similar type cities in the category of collisions involving injury or fatalities. According to

OTS statistics, San Bruno ranks 51st of 93 in the category of alcohol involved collisions. San Bruno ranks 35th of 93 for DUI collisions involving drivers between the ages of 21­34 and 82nd of 93 similar cities for drivers under the ages of 21.

San Bruno Police statistics from January 1, 2017 to present, reveal that 96 persons were arrested for driving under the influence, 94 arrested for public intoxication, 5 arrested for minor in possession of alcohol, and 5 persons arrested for selling, furnishing or giving alcohol to minors. The downtown area of San Bruno, offers a unique mix of on sale and off sale establishments. San Mateo Avenue houses close to 40% of the city's ABC-licensed businesses.

Current OTS collision rankings place Pacifica as 52nd out of 93 similar type cities in the category of collisions involving injury or fatalities. According to OTS statistics, Pacifica ranks 17th of 93 similar cities in the category of DUI collisions involving drivers between the ages of 21 and 34 years of age.. During the period of January 2017 to March 20, 2018, alcohol has been a key component in various crimes. These crimes include 107 DUI arrests, 33 DUI related traffic collisions, 139 public intoxication arrests, 7 sales of alcohol to a minor cases, and 11 cases of a minor in possession of alcohol.

OTS collision rankings place South San Francisco as 57th out of 105 similar cities in the category of collisions involving intoxicated drivers. These statistics reflect that South San Francisco ranks 48th of 105 similar cities for collisions involving injury or fatalities. According to OTS statistics, South San Francisco ranks 98th of 105 similar cities in the category of DUI collisions involving drivers under the ages of 21.

The <21 COAST Task Force has implemented a system for tracking the compliance of all licensed establishments that have been inspected by local law enforcement. This tracking system is made available to officers on operations to ensure that no single business is visited multiple times without a valid reason.

The focus of enforcement extends beyond the sale of alcohol to minors. The <21 COAST Task Force utilizes plain clothes officers to conduct surveillance, observe violations, and the general enforcement of violations in an effort to curb the sales of alcohol to obviously intoxicated subjects; as well as the presence of additional violations previously unreported to law enforcement taking place in ABC licensed establishments. These activities include, but are not limited to the service of intoxicated patrons, human trafficking, and illegal gambling.

San Bruno, Pacifica, and South San Francisco have all been members of multi-agency ABC grants in the past. Each agency has identified a Grant Liaison Officer trained to participate in this program, and to ensure that each agency satisfies the grant requirements.

The three agencies have established the following goals and objectives for the 2018­2019 fiscal grant year:

Goals:

1. Continue the proactive work of the <21 COAST Task Force in collaboration with ABC.

  • Continue the successful establishment of partnerships with respective communities
  • Reduce the number of calls for service at licensed ABC establishments.
  • Educate licensed merchants and establishments on proper and responsible sales of alcoholic beverages.
  • Educate the community of the dangers of irresponsible alcohol consumption and distribution.

4. Identify problematic areas in the respective jurisdictions where alcohol is a contributing factor to crimes, disturbances, and alcohol related traffic collisions.

Objectives:

  • Continue the "Train the Trainer" program where at least one member of each participating agency will be trained to conduct minor decoy, shoulder tap, and Informed Merchants Preventing Alcohol Related Crimes and Tendencies (IMPACT) operations. The trainer will conduct briefing trainings to educate their personnel in these operations.
  • Conduct at least 6 minor decoy operations.
  • Conduct at least 60% of decoy operations with on-sale licenses.
  • Conduct at least 4 shoulder tap operations.
  • Conduct at least I plainclothes/undercover operation targeting potential problem/disorderly ABC licensed premises.
  • Conduct operations during at least 1 public event within grant communities where alcohol related crimes are likely to occur.
  • Conduct at least 3 IMPACT operations.
  • Participate in Statewide Shoulder Tap Operation; all 3 agencies to participate.
  • Issue at least 3 press releases regarding activities conducted under the grant.
  • Attend at least 3 community meetings where the topics of alcohol related crime and underage drinking are discussed.

9. Schedule at least 1 Licensee Education on Alcohol and Drugs (LEAD) training course for ABC licensed establishments (pending ABC availability).

FISCAL IMPACT

Training and operation costs for the <21 COAST TASK FORCE are fully funded via the Department of Alcoholic Beverage Control, Alcohol Policing Partnership Grant in the amount of $56,823. There is no fiscal impact to the City of San Bruno.

ALTERNATIVES

  • Do not accept the grant funding.
  • Do not authorize the City of San Bruno Police Department to act as the grant

program administrator for 2018-19 and direct staff to coordinate further with the partner agencies for an alternative method of administration.

RECOMMENDATION

Adopt resolution authorizing receipt and expenditure of $56,823 from the California Department of Alcoholic Beverage Control 2018/19 Alcohol Policing Partnership Grant.
