City Council meetings are conducted in accordance with Roberts Rules of Order Newly Revised and City Council Rules of Procedure. You may address any agenda item by standing at the microphone until recognized by the Council. All regular Council meetings are recorded and televised on CATV Channel 1 and replayed the following Thursday, at 2:00 pm. You may listen to recordings in the City Clerk's Office, purchase CD’s, access our web site at www.sanbruno.ca.gov or check out copies at the Library. We welcome your participation. The League of Women Voters will host a Candidate Forum at the San Bruno Senior Center on
Wednesday, October 11th at 7:00 p.m. The Forum, will be televised live on San Bruno Cable
local Channel 1 and the recorded forum will be available at www.sanbruno.ca.gov.
4. PRESENTATIONS:
- Receive Presentation from the 2017 San Bruno Sister City Student Exchange Delegation to Narita, Japan.
- Present Proclamation to Declare September 2017 as Attendance Matters Month for the San Bruno Park School District and Receive Update on District Activities from Superintendent Stella Kemp.
- Present Proclamation to Declare September 2017 as Prostate Cancer Awareness Month.
- Present Proclamation to Declare September 2017 as National Preparedness Month and Receive Presentation Promoting the San Mateo County Alert (SMC Alert) System.
5. REVIEW OF AGENDA:
6. APPROVAL OF MINUTES: Special Joint City Council & Planning Commission Meeting of
August 16, 2017 and Special and Regular City Council Meeting of August 22, 2017.
7. CONSENT CALENDAR: All items are considered routine or implement an earlier Council action and may be enacted by one motion; there will be no separate discussion, unless requested.
- Approve: Accounts Payable of August 14, 21, and 28, 2017.
- Approve: Payroll of July 28 and August 11, 2017.
- Accept: Reconciliation of General Ledger to Bank Reports and Investment Reports Dated July 31, 2017.
- Adopt: Resolution Authorizing the City Manager to Execute a Cooperation Agreement between the City of San Bruno and San Mateo County Enabling the City to Access Federal Funding Related to the Community Development Block Grant Program, the HOME Investment Partnership Program, and the Emergency Solutions Grant Program for 2018, 2019, and 2020 and Subsequent Three-Year Periods.
- Approve: City of San Bruno Response Letter to the San Mateo County Civil Grand Jury Report “A Delicate Balance: Privacy v. Protection”
- Approve: City of San Bruno Response Letter to the San Mateo County Civil Grand Jury Report “English is not Our Only Language: Are Local Law Enforcement Agencies Providing Multilingual Access to Outreach Programs?”

9. PUBLIC COMMENT ON ITEMS NOT ON AGENDA: Individuals allowed three minutes, groups in attendance, five minutes. If you are unable to remain at the meeting, ask the City Clerk to request that the Council consider your comments earlier. It is the Council's policy to refer matters raised in this forum to staff for investigation and/or action where appropriate. The Brown Act prohibits the Council from discussing or acting upon any matter not agendized pursuant to State Law.
10. CONDUCT OF BUSINESS:
- Appoint a Citizen to Fill a Vacancy on the Planning Commission.
- Waive the First Reading and Introduce Ordinance Amending San Bruno Municipal Code Chapter 7.24 (Restricted Street Use).
- Receive Report and Provide Direction Regarding Proposition 64 (the Adult Use of Marijuana Act) and the City’s Interim Urgency Ordinance Regulating Cultivation and Prohibiting the Manufacture, Processing, Laboratory Testing, Storing, Wholesale, and Retail Distribution of Non-Medical Marijuana.
- Receive Report on the Shelter Creek Fiber to the Home (FTTH) Project and Adopt Resolution Authorizing the Purchase of FTTH Equipment in the Amount of $609,600, Authorizing the City Manager to Execute Amendment to Contract with Communication Network Resources in the Amount of $412,300 for Installation of FTTH at Peninsula Place and Crystal Springs Terrace and Approving a Project Contingency in the Amount of $61,845.
- Receive Report and Recommendations Regarding the Streets Selected for Rehabilitation in FY 2017-18 by the Pavement Management Program and Adopt Resolution Amending the City’s FY 2017-18 Capital Improvement Program to Include the Masson Avenue Rehabilitation Project.
- Adopt Resolution Amending Franchise Agreement with Recology San Bruno Related to Option to Extend Term for Five-Year Period.
