BACKGROUND:

On November 3, 2015, the voters of the City decided to make the office of City Clerk appointive. On April 11, 2017, the City Council considered whether the City Manager or the City Council should appoint the City Clerk, decided that the City Council should be the appointing body for that position, and approved a job description for the City Clerk. On September 26, 2017, the City Council retained a recruiter to assist in the hiring process. Interviews are expected to be completed by the end of January 2018, and if a City Clerk is appointed following that process, it is anticipated that the new City Clerk would begin by early March 2018. The current City Clerk's term of office will expire on December 12, 2017, resulting in a potential vacancy in the office unless an interim appointment is made.

DISCUSSION:

For continuity of service, the City Council could appoint the incumbent City Clerk for the period of time starting on December 13, 2017 to continue until March 2, 2018. The incumbent City Clerk is willing and available to serve in the interim City Clerk capacity through March 2, 2017. The City Council retains the discretion to modify the dates if necessary or appropriate, depending on the status of the recruitment.

FISCAL IMPACT: None.

ALTERNATIVES:

1. Do not appoint an interim City Clerk. The office would be vacant for a period of months, resulting in potential disruption of service.
