Truck Collision at the Senior Center - UPDATE

SUBJECT: Receive Report on Status of Local Emergency Related to the Truck Collision at the Senior Center and Continuing Declaration of Local Emergency

BACKGROUND:

On July 11, 2017, the City Council adopted a resolution ratifying the City Manager's proclamation of existence of a local emergency related to the dump truck collision that occurred at the San Bruno Senior Center on June 19, 2017. The collision caused severe structural damage to the building and a hazardous materials spill. Immediately following the collision, the Chief Building Official deemed the western portion of the Senior Center multi-purpose room as un-safe and red tagged that portion of the Center as a result of the severe structural damage the building incurred.

Under a local emergency, the City Manager is authorized to expend City funds needed to respond to the emergency, to enter into contracts to ensure that the damaged Senior Center facility is repaired, and to purchase necessary materials and equipment from vendors, without the delay associated with using the public bid process or otherwise conforming to the City's purchasing ordinance.

The City is using its emergency authority to expedite the process to contract and complete the

repair and reconstruction of the stage area of the building. The declared State of Emergency in San Bruno will remain active until terminated by the City Council.

DISCUSSION:

The City has completed construction contracts with Anderson Group to perform the reconstruction of the damaged portion of the Center, all building permits for the work have been issued and reconstruction work began last week. All of the remaining siding and stucco on the damaged portion of the building has been removed and the contractor has replaced the floor to ceiling studs at the outside wall. The area is currently covered with plywood to protect against the elements. Work to install permanent exterior walls will begin the week of November 27th, Once the outside section of the building is in place, work on the interior reconstruction of the stage and walls will begin.

Consistent with prior reports, the current construction schedule calls for completion of the work by the end of January. At the November 14, 2017 meeting the City Council authorized execution of a separate contract with a construction contractor to replace the exterior deck at the Senior Center. Staff is working with that contractor to complete contract agreement documents and that project will begin construction within the next several weeks and will be constructed concurrently with the damage repair project.

FISCAL IMPACT:

The City's Finance Department is tracking all costs incurred by the City in the incident. All costs incurred above the $5,000 property damage deductible will be covered by the City's property insurance provider.
