AGENDA - SAN BRUNO CITY COUNCIL - November 28, 2017 - 7:00 p.m.

Meeting Location: San Bruno Senior Center, 1555 Crystal Springs Road, San Bruno, CA

City Council meetings are conducted in accordance with Roberts Rules of Order Newly Revised and city Council Rules of Procedure. You may address any agenda item by standing at the microphone until recognized by the Council. All regular Council meetings are recorded and televised on CAN Channel 1 and replayed the following Thursday, at 2:00 pm. You may listen to recordings in the City Clerk's Office, purchase CD's, access our web site at www.sanbruno.ca.qov or check out copies at the Library. We welcome your participation. 6. APPROVAL OF MINUTES: Special and Regular City Council Meetings of November 14, 2017.

7. CONSENT CALENDAR: All items are considered routine or implement an earlier council action and may be enacted by one motion: there will be no separate discussion, unless requested.

• Approve: Accounts Payable of November 6 and 13, 2017.
• Approve: Payroll of November 3 and 17, 2017.
• Accept: Reconciliation of General Ledger to Bank Reports and Investment Reports Dated October 31, 2017.
• Adopt: Resolution Authorizing Temporary Closure of the 1900 Block of Glen Avenue for the Annual Santa Arrival on Sunday, December 10, 2017 from 5:00 p.m. to 9:00 p.m.
• Accept: Resignation from Members of the Parks & Recreation Commission Effective December 12, 2017 and Direct the City Clerk to Post the Vacancies in Accordance with State Law and Initiate the Process for the Appointment of New Members.
• Adopt: Resolution Authorizing Certain Officials and Employees to Sign Checks and Warrants on Behalf of the City of San Bruno.

g. Adopt: Resolution Aproving Amendment #3 to Employment Agreement Between the City of San Bruno and Marc Zafferano, City Attorney.

h. Adopt: Resolution Approving Amendment #2 to Employment Agreement Between the City of San Bruno and Constance C. Jackson, City Manager.

i. Receive: Report on Status of Local Emergency Related to the Truck Collision at the Senior Center and Continuing Declaration of Local Emergency.

• Adopt: Resolution Authorizing the City Manager to Execute a Contract with Pavement Engineering, Inc. for Pavement Evaluation Services in an Amount Not to Exceed $104,245.
• Adopt: Resolution Approving and Authorizing Execution of the Pooled Liability Assurance Network Joint Powers Agreement.

I. Adopt: Resolution Appointing an Interim City Clerk.

m. Approve: Cancellation of the Regular City Council Meeting of December 12, 2017. 8. PUBLIC HEARING:

• PUBLIC COMMENT ON ITEMS NOT ON AGENDA: Individuals allowed three minutes, groups in attendance, five minutes. If you are unable to remain at the meeting, ask the City Clerk to request that the Council consider your comments earlier. It Is the council's policy to refer matters raised in this forum to staff for investigation and/or action where appropriate. The Brown Act prohibits the Council from discussing or acting upon any matter not agendized pursuant to State Law.

The City Council will Host a Short Reception Immediately Following the Meeting in Honor of the Outgoing Elected Officials.

Adjourn to two Special Meetings to be held on December 12, 2017, the first Special Meeting starting at 6:00 p.m., at the Senior Center, located at 1555 Crystal Springs Road, San Bruno, will adjourn to the second Special Meeting starting at 7:00 p.m., at Capuchino High School in the Samuel Johnson Jr. Performing Arts Center, located at 1501 Magnolia Avenue.

The next Regular City Council Meeting will be held on January 9, 2018 at 7:00 p.m. at the Senior Center, 1555 Crystal Springs Road, San Bruno.
