That recipe is offering this stretch of sand with some kinda' crumbly, sectiony lines, with a few fast shoulders. Most spots in San Clemente are running about knee- to waist-high, with the standout breaks pulling stomach high waves, with an occasional chest-high set.
Taking a look at the tides: At 7:48 this morning, it drains to a negative 0.5 low, which will have most spots lacking water throughout mid-morning. Your best bet is once that tide turns around and then eventually climbs up to a 3.4 high at 2:43 this afternoon.

If you're planning on paddling, you can throw on a 3/2 fullsuit, with the water temperature feeling fairly comfortable and averaging between 59 and 61 degrees.
See ya' in the water!
