MARIN COUNTY, CA -- Three adults were cited after they agreed to buy alcohol for a minor working with the San Rafael police in a decoy operation on Saturday. A minor supervised by police officers was instructed to stand outside a liquor or convenience store and ask adults to purchase them liquor, saying they were not old enough to buy it.
Three men from San Rafael were cited in the operation. Raul Valverde-Cayllahua, 23, Talin Brown, 41, and Manuel Hernandez-Martinez, 25, received a minimum $1,000 fine and 24 hours of community service.
Valverde-Cayllahua was also violating his probation by having alcohol, according to police, and he was issued another citation and told to appear in court.
The minor asked nine other people if they would purchase the alcohol, but they refused.
