Terrorist Threat Suspect Arrested

Police say he was ranting at Ritter House.

A 35-year-old San Rafael man was arrested on felony allegations of making terrorist threats Tuesday near Ritter House.

Elmont Carlton Lane went to the service center for homeless and working poor at 16 Ritter St. at about 9:50 a.m. and began yelling and threatening to kill people, according to Margo Rohrbacher, spokeswoman for San Rafael Police.

Rohrbacher said Lane seemed to be out of control and ranted until staff called police.

He was arrested nearby on Third and Cijos streets, where police said he appeared to be disoriented. Lane was not armed, Rohrbacher said. 

He was booked in Marin County Jail on suspicion of making terrorist threats and violating probation, both felonies. He is being held on $50,000 bail.
