These Services Will Be Impacted By Marin County Labor Strike

Some facilities and services, including county parks and library branches, will be closed during the strike.

MARIN COUNTY, CA – Staffing shortages are expected and some services will be impacted during a three-day labor strike in Marin County.

The county and Marin Association of Public Employees, the county's largest employee union, have failed to reach an agreement. The strike is scheduled to begin at 6 a.m. July 1 and end at 10 p.m. July 3, according to union officials.

For the most part, only critical or safety-related services will be available during the strike by the Marin Association of Public Employees, which represents about 1,300 county employees.

The Marin County Fair's five-day run will not be affected by the strike, according to the county. The fair runs from 11 a.m. Saturday, June 30, through 11 p.m. Wednesday, July 4, at the Marin County Fairgrounds in San Rafael.

There will be staffing shortages in many departments, but public safety personnel will continue to work, according to the county. Staff from the Marin County Sheriff's Office, the Marin County Fire Department and other key emergency personnel such as 911 dispatchers and staff from the 24-hour crisis stabilization unit will not participate in the strike. In addition, the county is prepared to address public works emergencies if they arise.

"Some county facilities and services, including county parks and library branches, will be closed during the work stoppage because those services do not affect public health or safety," Mary Hao, the county's director of human resources, said in a statement. "Of course, we regret the inconvenience to our residents, but we will focus on maintaining essential services that have direct effects on public health or safety."

Due to anticipated staffing shortages, the following changes to department operational hours can be expected Monday, July 2, and Tuesday, July 3:

  • Agriculture/Weights and Measures: No impacts to service.
  • Assessor-Recorder-County Clerk: Services may be limited or unavailable. Call the appropriate division before a visit: Assessor 415-473-7215, Recorder: 415-473-6093, County Clerk: 415-473-6152.
  • Child Support Services: No impacts to service.
  • Clerk of the Board of Supervisors: No impacts to service.
  • Community Development Agency: The permit center will be closed and staff will not process applications, conduct field inspections or respond to code complaints. The Environmental Health Services Division lobby will be closed. Online services will continue at www.marincounty.org/cda.
  • County Administrator: No impacts to service.
  • County Counsel: No impacts to service.
  • Cultural Services: No impacts to service.
  • District Attorney: Service impacts will be determined Friday, June 29.
  • Elections: No impacts to service.
  • Farm Advisor: No impacts to service.
  • Finance: The Tax Collector’s Office will be open but with limited service. No cash payments will be accepted during the work stoppage. The Public Administrator and payroll offices will be closed.
  • Fire: No impacts to service.
  • Health and Human Services: Eight facilities will be closed: 1682 Novato Boulevard, Novato; 75 Rowland Way, Novato; 1177 E. Francisco Boulevard, San Rafael; 10 and 30 N. San Pedro Road, San Rafael; the Wellness Campus on Kerner Boulevard, San Rafael; 920 Grand Avenue, San Rafael; the West Marin Service Center in Point Reyes Station.
  • The Crisis Stabilization Unit: Next to Marin General Hospital in Greenbrae, offices at 1600 Los Gamos Road in San Rafael and the office at 20 N. San Pedro Road in San Rafael will be open.
  • Human Resources: No impacts to service.
  • Information Services & Technology: No impacts to service.
  • Library: All 10 branches of the Marin County Free Library will be closed as will mobile Bookmobile and Flagship services. All scheduled events at the branches will be cancelled for July 1-3. The branches are in Bolinas, Corte Madera, Fairfax, Inverness, Marin City, Novato (main and Hamilton), Point Reyes Station, San Rafael (Civic Center) and Stinson Beach.
  • Parks: County Parks (McNears Beach, Paradise Beach, Stafford Lake) will be closed and all park events will be cancelled. Reservation holders will be notified and refunds issued. McInnis Park tennis courts and skate park will be closed. Some restrooms and boat launch facilities will be closed.
  • Probation: No impacts to service.
  • Public Defender: Service impacts will be determined Friday, June 29. The courts will be in session and bench warrants may be issued if people fail to appear.
  • Public Works: The permit counter for land development and for permits/inspections related to hazardous waste regulation will be closed. No other impacts to service are expected.
  • Retirement: No impacts to service.
  • Sheriff: No impacts to service.

Starting Friday, June 29, the public can confirm expected day-to-day services during the strike by calling a hotline that will be updated as needed. The phone number will be released Friday.

Starting Saturday, June 30, a special strike information webpage, marincountyupdates.org, will have information about affected county services during the strike, labor negotiation updates and other related information.

Online payment services remain available at marincounty.org/paymentcenter. Payment options include child support services, court collections, library fees, inmate payments, probation collections, building permits and park reservations.
