Santa Rosa, CA - September 23, 2020 at 2:09 PM - Sonoma County Health Officer Dr. Sundari Mase today issued an amendment to the health order to align the local order with the State's revised framework for the reopening. The Stay Well Sonoma County Health Order Amendment C19-15, which was originally adopted in June, allows local businesses and activities to reopen as soon as possible under the new framework planned by the State.

Under the State Plan to Protect the Economy, each county in California is assigned a level based on COVID-19 positivity and adjusted case rate. The State reviews the data weekly, and counties can advance to less restrictive levels if they meet the criteria for the next level for two consecutive weeks. With today's amendment, businesses will not have to wait for future local amendments to reopen their doors, as Sonoma County moves to new levels within the state-coded color system.
"We are making progress in the effort to curb the spread of COVID-19 in Sonoma County, and this amendment streamlines the process to allow businesses to reopen safely," said Dr. Sundari Mase. “However, it is important to remember that this should not be seen as a return to normalcy. The virus is not contained yet. We remain concerned, in particular about those most at risk of serious health consequences and how the activities of individuals at the lowest risk may affect the most vulnerable. "
As an example, Governor Gavin Newsom announced on September 22 that nail and / or pedicure salons may operate indoors with modifications for counties that are on the purple / purple level, such as Sonoma County. This health order allows the adjustment to be implemented immediately in Sonoma County.
The amendment does not change any of the requirements for businesses and individuals under the existing health order, which are designed to reduce the spread of COVID-19. An immediate change resulting from the amendment is an increase in the number of children in individual care groups, from 12 to 16, in accordance with the limit for these groups established by the State. The health order amendment also allows in-person instruction to students in institutions of higher education, when the County enters the appropriate level, in accordance with state guidance.
Sonoma County is currently at the most restrictive level in this state setting. As of this week, the county has 8.3 new cases per 100,000 daily and the positivity rate for the test is 4.6 percent. The County needs to have fewer than 7 cases per day and also a test positivity rate below 8 percent for two consecutive weeks in order to move to the next least restrictive level (red).
