The increasing prices are the result of supply issues, stemming from reported increases in West Coast refinery exports to Mexico and the continued closure of the Chevron refinery in Richmond because of a major fire Aug. 6, the Automobile Club of Southern California's Marie Montgomery Nordhues told City News Service.
