CA Child Torture Case: Father Of 10 Also Facing Lewd Act Charges

In addition to allegations that Jonathan Allen tortured his kids with a BB gun, he is now charged with four counts of lewd acts on a child.

SOLANO COUNTY, CA — Four counts of committing a lewd and lascivious act on a child younger than 14 were added Thursday to the charges against a Fairfield father of 10 who is already facing seven counts of torture and nine counts of child abuse or endangerment, according to the Solano County District Attorney's Office. Jonathan Allen, 29, and the children's mother, Ina Rogers, 31, were arraigned Thursday in Solano County Court on a 21-count, second amended complaint.

Both pleaded not guilty to all charges. Going forward, they will face together in a joint trial.

Allen is charged with seven counts of torture against six of the children between Jan. 15, 2015, and March 30, 2018, and four counts of lewd and lascivious acts against a child younger 14 between March 1, 2017, and March 30, 2018.

Both Allen and Rogers also are charged with nine counts of child abuse or endangerment between June 21, 2014, and March 30, 2018.

Rogers also is charged with one misdemeanor charge of child cruelty by endangering the health of the children who are between one and 12 years old.

The investigation of the couple began March 31 when Fairfield police responded to a missing child report at their home in the 2200 block of Fieldstone Court.

The missing 12-year-old was eventually located hiding under a bush at a neighbor's house, police said.

In the process of searching for the child, officers had entered the home and found the couple's 10 children to be living in filth — with human and animal feces, garbage and clutter making some areas of the home impassable, police alleged.

Solano County Child Welfare Services were summoned and the children, ranging in age from 4 months to 12 years old, were removed that day from the home.

In the weeks that followed, eight of the children were interviewed by professionals and that is when allegations of torture and abuse surfaced, prompting authorities to further investigate.

Allen, whom authorities allege tortured at least seven of the children with a BB gun, was arrested May 11 when a search warrant was served at the home.

"The children described incidents of intentional abuse resulting in puncture wounds, burns and bruising consistent with being shot with a BB gun," Solano County Deputy District Attorney Sharon Henry said upon his arrest. "We believe that torture occurred in this house."

Prosecutors believe the 4-month-old may have been the only child spared from their dad's alleged torture and abuse.

Rogers — initially arrested March 31 on suspicion of misdemeanor child endangerment then released from jail — was re-arrested May 16 on the child endangerment/abuse charges.

Prior to her second arrest, she denied the allegations in interviews with various media outlets.

The pair remain jailed with their next court appearance set for July 10.
