Union City Selects New City Manager

The city is promoting from within.

UNION CITY, CA — Joan Malloy was named as Union City's next city manager, the City Council announced Tuesday out of closed session.

Malloy has been with the city since 1994 and served as the city's director of economic and community development for the past 10 years, managing the economic development, planning, building, housing, and environmental programs.

In that role she has overseen the planning and development of the Station District and Union Landing, guided the city's vision through the general plan process, and updated plans for the Greater Station District area to facilitate more jobs and housing in the area, the city said in a news
release.

Malloy was selected from among 60 applicants after a multi-week recruitment and selection process that started in late February when current City Manager Antonio E. Acosta announced he would retire at the end of June.

"Joan's career accomplishments coupled with her intimate knowledge of our community and the city organization will allow her to hit the ground running on day one," Mayor Carol Dutra-Vernaci said. "There are some critical challenges ahead and I am fully confident that Joan is the person to lead Union City through them."

Pending approval of an employment agreement, Malloy will start her new duties on July 1 and oversee 230 employees and a budget of $116 million for the city of 73,000.

"Her priorities will include realignment of city resources to address an ongoing budget deficit, implementation of the city's five-year strategic plan, and expanding economic development, jobs and housing opportunities," according to the news release.
