CAMPBELL]: The City Council will consider approval of an agreement with the West Hollywood Recovery Center for use of the parking garage located at 625 N. San Vicente Boulevard to host outdoor addiction recovery support group meetings while the County of Los Angeles Health Officer Orders restrict the capacity of indoor meetings due to COVID-19 during the period of local emergency. RECOMMENDATIONS: 1) Approve an agreement with the West Hollywood Recovery Center for use of the parking garage to host outdoor addiction recovery support group meetings during the period of local emergency; and 2) Approve a loss in parking revenue for the use of 50 parking stalls during the period of local emergency.

2.N. ENHANCED CLEANING SERVICES AGREEMENTS [S. CAMPBELL, H. COLLINS]: The City Council will consider: Rejecting the proposal received to provide litter and shopping cart retrieval services; Amending the existing Agreement with Social Vocational Services, Inc. to include litter and shopping cart retrieval services; and, Awarding a new agreement for pressure washing, graffiti removal services, and solar trash compactor (Big Belly) repair and maintenance to Woods Maintenance Services, Inc. RECOMMENDATIONS: 1) Reject the proposal received from Woods Maintenance Services, Inc. to provide litter and shopping cart retrieval as submitted on September 17, 2020; 2) Approve Amendment No. 4 to the Agreement, with Social Vocational Services, Inc. to increase the amount of $1,335,157.12 by an additional $152,512.59, for a new total "not-to-exceed" amount of $1,487,669.71 to provide litter and shopping cart retrieval services; 3) Approve an Agreement with Woods Maintenance Services, Inc. for an initial period of two (2) years to provide Pressure Washing, Graffiti and Solar Trash Compacting (Big Belly) Maintenance Services in an amount not-to-exceed $2,493,900 for a two-year term expiring on October 31, 2022; 4) Approve Woods Maintenance Services, Inc. to provide other related cleaning services, as may be required, at those costs established in the Agreement in an amount not to exceed $250,000 per year for each year of the Agreement; and 5) Authorize the City Manager or designee to execute all documents incident to the Amendment and the Agreement.

RECOMMENDATIONS: 1) Approve Amendment No. 1 to the Agreement for survey services with Fairbank, Maslin, Maulin, Metz and Associates (FM3) by adding a second phase survey and increasing the amount of the Agreement by $31,112, for a new not-to-exceed total of $62,800; and 2) Authorize the City Manager, or designee, to execute all documents incident to the Amendment to the Agreement.

LOVANO]: The City Council will consider directing staff to consolidate and expedite the exploration of ideas generated by previous council initiatives and the Chamber of Commerce small business initiative working group to encourage small businesses to open and efficiently operate in the City of West Hollywood. RECOMMENDATIONS: 1) Direct the Long Range Planning Division, the Urban Design and Architecture Studio, and Economic Development staff to work with the Chamber on policies, programs, and partnerships that can be implemented more rapidly to specifically help attract small business to the City of West Hollywood; and 2) Return to City Council in 60 days with an update.

LOVANO]: The City Council will receive and file a follow-up report on the City’s progress toward meeting the goals of the Obama Foundation’s Reimagining Policing Pledge, including a report of the use of force policies for LA County Sheriff’s Department and data from the past 10 years at West Hollywood Station. 2.W. SUPPORT OF A REQUEST FOR INVESTIGATION OF ALLEGED CRIMINAL ACTIVITY WITHIN THE LOS ANGELES COUNTY SHERIFF’S DEPARTMENT [L. HORVATH, L. MEISTER, J. LEONARD, H. MOLINA]: The City Council will consider directing staff to formally request the Civil Rights Division of the United States Department of Justice (DOJ) to open an investigation into the alleged criminal activity of a group of deputies within the Los Angeles County Sheriff’s Department (LASD). RECOMMENDATIONS: 1) Direct staff to prepare a letter in support of the House of Representatives' Subcommittee on Civil Rights and Civil Liberties' request for the Civil Rights Division of the DOJ to open an investigation into alleged abusive conduct and potential criminal activity within the LASD; 2) Direct staff to send copies of the letter supporting the House of Representatives' Subcommittee's request for an investigation of alleged criminal conduct within the LASD to United States Senators Dianne Feinstein and Kamala Harris, United States Representative Adam Schiff, State Senator Ben Allen, Assemblymember Richard Bloom, and Los Angeles County Supervisor Sheila Kuehl; and 3) Direct staff to send copies of the letter of support for the request of an investigation of LASD to the House of Representatives' Subcommittee on Civil Rights and Civil Liberties, which initiated the request.

The Drag Laureate would serve as an ambassador to West Hollywood businesses, especially the businesses in the City’s historic LGBT district, and promote arts and culture in West Hollywood. LOVANO]: The City Council will consider directing staff to enter into an Agreement for Services with the Coalition for Economic Survival (CES) to perform proactive outreach to help tenants know their rights and to provide one-on-one advice and assistance during the COVID-19 emergency and in the recovery period.
