GIUGNI]: The City Council will consider amending the agreement with Fairbank, Maslin, Maulin, Metz and Associates (FM3) to provide additional survey services of renter issues resulting from the COVID-19 Pandemic and continued rental assistance needs. RECOMMENDATIONS: 1) Approve Amendment No. 1 to the Agreement for survey services with Fairbank, Maslin, Maulin, Metz and Associates (FM3) by adding a second phase survey and increasing the amount of the Agreement by $31,112, for a new not-to-exceed total of $62,800; and 2) Authorize the City Manager, or designee, to execute all documents incident to the Amendment to the Agreement.

IVANOVA]: The West Hollywood City Council will consider recognizing October as National Domestic Violence Awareness Month. RECOMMENDATIONS: 1) Direct the Public Works Department to light the City's lanterns over Santa Monica Boulevard in the color purple to recognize National Domestic Violence Awareness Month from October 12-20, 2020; 2) Authorize the use of the City name and logo on digital collateral materials with partner agencies focused on domestic violence issues and services; and 3) Direct the Communications Department to utilize all appropriate communications tools to promote National Domestic Violence Awareness Month, with a focus on sharing resources via social media platforms.

The Drag Laureate would serve as an ambassador to West Hollywood businesses, especially the businesses in the City’s historic LGBT district, and promote arts and culture in West Hollywood. RECOMMENDATION: Staff recommends that the Council adopt Ordinance 20-____U: AN URGENCY ORDINANCE OF THE CITY OF WEST HOLLYWOOD, REQUIRING MULTIFAMILY RESIDENCES, HOTELS, LODGING AND HOME SHARING RENTALS TO POST NOTICES IN COMMON AREAS AND ENTRANCES INFORMING RESIDENTS OF THE CURRENT LOS ANGELES COUNTY HEALTH OFFICER ORDER THAT PROHIBITS GATHERINGS AND REQUIRES FACE COVERINGS AND SOCIAL DISTANCING DURING THE COVID-19 CRISIS, AND SETTING FORTH THE FACTS CONSTITUTING SUCH URGENCY. The Urgency Ordinance requires four-fifths vote of the city council and if approved, will take effect immediately.

LOVANO]: The City Council will consider directing staff to enter into an Agreement for Services with the Coalition for Economic Survival (CES) to perform proactive outreach to help tenants know their rights and to provide one-on-one advice and assistance during the COVID-19 emergency and in the recovery period.
