2.B. APPROVAL OF MINUTES: SUBJECT: The City Council is requested to approve the minutes of the prior Council meeting. RECOMMENDATION: Approve the minutes of April 20, 2020. 2.B

2.C. APPROVAL OF DEMAND REGISTER NO. 865 [L. QUIJANO, C. CORRALES]: The City Council shall receive the Demand Register for period ending April 24, 2020 pursuant to Sections 37201 to 37210 of the Government Code of the State of California. RECOMMENDATION: Approve Demand Register NO. 865 and adopt Resolution No.20-5274, “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST HOLLYWOOD APPROVING PAYMENT OF DEMANDS PRESENTED ON DEMAND REGISTER NO. 865" 2.C

2.D. DIRECTION TO LEGISLATIVE AFFAIRS STAFF TO AMEND ADVOCACY WORK PLAN TO ADVOCATE FOR MORTGAGE AND RENT RELIEF [J. LEONARD, H. MOLINA]: The City Council will consider directing the City’s Legislative Affairs team to amend the advocacy work plan and advocate for relief of homeowners’ mortgage payments and tenants’ rent payments during the state of emergency and after it is lifted to help residents weather the economic fallout from COVID-19. RECOMMENDATION: Direct Community & Legislative Affairs Division staff and the City’s Sacramento-based lobbying firm of Helyne Meshar & Associates (HMA) to advocate for legislative, administrative or executive actions that would establish a statewide comprehensive rent and mortgage relief program for Californians impacted by COVID-19. In addition, pursue legislative or administrative actions that would provide temporary mortgage payment relief for landlords who agree to temporarily suspend rent payments for rental properties during and in the aftermath of the COV1D-19 emergency. 2.D

2.E. CONSOLIDATED EXTENSION OF CITY CONTRACTS [D. WILSON, C. SAFRIET]: The Council will consider approving the extension of routine City contracts to ensure that vital services can continue to be delivered during the Coronavirus emergency. RECOMMENDATIONS: 1) Approve extending the term and revising the contract values as follows: a. Extend the agreement term of contracts in Appendix A to 12/31/2020 with a total increase of $379,726 in contracted value, b. Extend the agreement term of contracts in Appendix B to 6/30/2021 with a total increase of $7,895,920 in contracted value, c. Extend the agreement term of contracts in Appendix C as described therein with a total increase of $604,500 in contracted value; and 2) Authorize the City Manager or designee to execute documents incident to the amendments to the agreements. 2.E

2.F. AGREEMENT FOR SERVICES WITH SHARESQUARED, INC. [L. QUIJANO, E. TSIPIS, R. FOZOONMEHR]: The City Council will consider approving an Agreement for Services with ShareSquared, Inc. for the migration and upgrade of the City’s SharePoint Intranet platform to SharePoint Online. RECOMMENDATIONS: 1) Approve an Agreement for Services with ShareSquared, Inc. for a total not-to-exceed amount of $39,765 to upgrade and migrate the City's existing SharePoint intranet to SharePoint Online; 2) Authorize the City Manager or designee to execute documents incident to the Agreement; and 3) Authorize the Director of the Finance and Technology Services Department to approve change orders of an additional amount not to exceed $60,000 for professional services and customizations related to SharePoint Online. 2.F

2.G. AWARD OF AGREEMENT FOR TRAFFIC AND PARKING REGULATORY SIGN INSTALLATION SERVICES [S. CAMPBELL, H. COLLINS, E. HAMANT]: SUBJECT: The City Council will consider the award of an Agreement to WGJ Enterprises, Inc. dba PCI for a two-year term to provide Parking and Traffic Regulatory Sign Installation Services. RECOMMENDATIONS: 1) Approve an Agreement with WGJ Enterprises, Inc. dba PCI to provide Parking and Traffic Regulatory Sign Installation Services in an amount not-to-exceed $306,675 for a two-year term expiring on June 30, 2022; and 2) Authorize the City Manager, or designee, to execute documents incident to the award of the Agreement. 2.G

2.H. REJECT ALL BIDS RECEIVED AND RE-ADVERTISE FOR ELEVATOR MAINTENANCE SERVICES [S.CAMPBELL, H. COLLINS, E. HAMANT]: The City Council will consider rejecting all bids received to provide Elevator Maintenance Services and authorizing staff to reissue and re-advertise the bid. RECOMMENDATIONS: 1) Reject all bids to provide Elevator Maintenance Services, as submitted on March 24, 2020 and return the associated bid bond; and 2) Authorize staff to reissue and re-advertise the bid solicitation for Elevator Maintenance Services. 2.H

2.I. IMPACT OF COVID-19 CRISIS ON CITY EVENTS [D. WILSON, K. COOK, C. SMITH, M. REATH, K. MCCORMACK]: The City Council will receive information related to planned City events that have or may be impacted by the COVID-19 crisis. RECOMMENDATION: Receive and file information related to planned City events that have or may be impacted by the COVID-19 crisis. 2.I

2.J. EXPANSION OF ONLINE EVENTS PROGRAMMING [L. MEISTER, J. DURAN, J. LEONARD, A. LOVANO]: The City Council will consider directing staff to expand the online events and experiences provided for community members during the coronavirus emergency, including providing arts programming and other events virtually when possible. RECOMMENDATIONS: 1) Direct staff to expand the online experiences available for community members during the coronavirus emergency, including providing arts programming, symposiums, and other community events virtually when possible; and 2) Direct the Communications Department to continue to utilize all appropriate communications tools to promote these online experiences such as the City's website and social media tools. 2.J

2.K. ENCOURAGING TELECOMMUTING IN WEST HOLLYWOOD [L. MEISTER, J. D’AMICO, J. LEONARD, A. LOVANO]: The City Council will consider directing staff to evaluate ways to encourage ongoing telecommuting and reduced auto traffic as businesses in the City reopen after the coronavirus pandemic. RECOMMENDATIONS: 1) Direct staff to evaluate ways to encourage ongoing telecommuting and reduced auto traffic as businesses in the City reopen, including: a. Explore how the City can incentivize or encourage businesses to allow more employees to telecommute, b. Explore what types of businesses the City should be encouraging/targeting to come to West Hollywood based on ability to allow telecommuting, c. Determine if there are changes the City can make to its zoning code to allow more people to be able to telecommute without having impacts on neighbors and neighborhoods; 2) Encourage neighboring cities to adopt similar policies that promote telecommuting in order to reduce emissions from auto traffic throughout the region; and 3) Expedite the Economic Development Study approved by the City Council in January 2020 to evaluate the current economic conditions in light of the coronavirus pandemic and to provide an analysis of potential gaps and/or opportunities moving forward. 2.K

2.L. LOCAL HOSPITALITY INCENTIVES FOR FRONTLINE WORKERS [L. HORVATH, J. HEILMAN, J. LEONARD, A. LOVANO]: The City Council will consider directing staff to work with our community partners - Visit West Hollywood and the West Hollywood Chamber of Commerce - to develop and promote a campaign for frontline workers, such as medical professionals and first responders, to enjoy the City’s hospitality industry. This campaign, which may include special hotel packages or other business incentives, is meant to provide an option for those who may be looking for a place to rest and recharge during this crisis and in the coming months, and to highlight West Hollywood as a welcoming and thankful community for those working on the frontlines. RECOMMENDATIONS: 1) Direct staff to work with the City's community partners - Visit West Hollywood and the West Hollywood Chamber of Commerce - to develop a campaign to encourage frontline workers, such as medical professionals and first responders, to visit West Hollywood; and 2) Direct the City's Communications Department to utilize all appropriate communication tools to promote the program such as the City's website and social media channels. 2.L.

2.M. RECOGNITION OF NATIONAL NURSES DAY [L. HORVATH, J. HEILMAN, J. LEONARD, A. LOVANO, J. DUCKWORTH]: The City Council will consider adopting a resolution in support of National Nurses Day on May 6, 2020. The City’s participation in National Nurses Day will also include lighting City Hall and the lanterns on Santa Monica Boulevard in blue, coordinating with the Los Angeles County Sheriff’s Department (West Hollywood Station) to conduct a law enforcement motorcade along Santa Monica Boulevard, and encouraging community members to participate. RECOMMENDATIONS: 1) Approve Resolution No. 20-_______ "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST HOLLYWOOD IN RECOGNITION OF NATIONAL NURSES DAY"; 2) Direct the Facilities and Field Services Division to use special blue lighting at City Hall and turn the lanterns on Santa Monica Boulevard blue in recognition of National Nurses Week; 3) Direct the Public Safety Department to coordinate with the Los Angeles County Sheriff's Department, West Hollywood Station, and law enforcement partners in Beverly Hills and Los Angeles to conduct a law enforcement motorcade along Santa Monica Boulevard on Wednesday, May 6, 2020; 4) Direct the Communications Department to create graphics and messaging in honor of National Nurses Day, and to share this content through all appropriate communication tools, such as the City's website and social media channels; and 5) Direct staff to ask community members to participate in the National Nurses Day recognition in creative ways that allow for continued adherence to Safer-at-Home orders and social distancing requirements, such as making signs and banners, posting on social media, participating in a daily applause for healthcare workers, and donating to organizations that are working to support nurses and healthcare workers on the frontline. 2.M.

2.N. VOTE BY MAIL IN LOS ANGELES COUNTY [L. HORVATH, L. MEISTER, J. LEONARD, A. LOVANO]: The City Council will consider directing staff to advocate for Los Angeles County to expand mail-in voting for the November 2020 election by sending every resident of Los Angeles County a vote-by-mail ballot. RECOMMENDATIONS: 1) Direct staff to advocate for Los Angeles County to expand mail-in voting for the November 2020 election by sending every resident of Los Angeles County a vote-by-mail ballot; and 2) If this is not adopted for all of Los Angeles County, direct staff to work with Los Angeles County to develop a local program in West Hollywood to send each registered voter a vote-by-mail ballot and/or to expand the City's communication about vote-by-mail options before the November 2020 elections. 2.N and SUPPLEMENTAL MEMO - (4.29.20)

2.O. AGREEMENT FOR SERVICES WITH WEST HOLLYWOOD CHAMBER OF COMMERCE TO PROVIDE MEDIATION SERVICES FOR COMMERCIAL TENANTS AND LANDLORDS IMPACTED BY COVID-19 [P. AREVALO, J. JIMENEZ, T. WORDEN, P. KESPRADIT]: The City Council will consider approval of an agreement for services with the West Hollywood Chamber of Commerce to provide mediation services for commercial tenants and landlords impacted by COVID-19. RECOMMENDATIONS: 1) Approve an agreement for services with the West Hollywood Chamber of Commerce in the amount not to exceed $50,000 for the provision of information, counseling, conciliation and mediation services for dispute resolution between commercial tenants and landlords that have been impacted by COVID-19, and the Temporary Moratorium on Evictions for Non-Payment of Rent by Commercial Tenants Impacted by the COVID-19 Crisis Ordinance; and 2) Authorize the City Manager or designee to approve changes to the agreement for services in an amount not to exceed 50% ($25,000) of the total agreement amount. 2.O.

2.P. SPONSORSHIP OF A PANEL DISCUSSION ON LESSONS LEARNED FROM THE AIDS EPIDEMIC [J. DURAN, J. LEONARD, A. LOVANO]: The City Council will consider sponsoring a panel discussion about lessons learned from the AIDS epidemic and what can be applicable today in light of the COVID-19 pandemic. RECOMMENDATIONS: 1) Approve sponsorship of a virtual panel discussion about lessons learned from the AIDS epidemic that could be applicable today in light of the COVID-19 pandemic; 2) Direct the Communications Department to record the virtual panel and broadcast the recorded panel on WeHoTV and the City's communications channels; and 3) Authorize the use of the City name on marketing materials associated with the event. 2.P.

4. UNFINISHED BUSINESS:

4.A. EXTENSION OF TEMPORARY MORATORIUM ON EVICTIONS DURING COVID-19 PANDEMIC AND OTHER COVID-19 RESPONSE MEASURES [M. JENKINS, L. LANGER]: The City Council will consider extending its temporary moratorium on residential and commercial evictions due to non-payment of rent by tenants impacted by COVID-19 and existence of unauthorized tenants through June 30, 2020. The Urgency ordinance requires four-fifths vote of the city council and if approved, will take effect immediately. The City Council will also provide additional direction to staff on other COVID-19 issues and response measures. RECOMMENDATIONS: 1) Adopt Urgency Ordinance No. 20-_____U, AN URGENCY ORDINANCE OF THE CITY OF WEST HOLLYWOOD EXTENDING THE TEMPORARY MORATORIUM ON EVICTIONS DURING THE COVID-19 PANDEMIC AND SETTING FORTH THE FACTS CONSTITUTING SUCH URGENCY; and 2) Provide additional direction to staff on other COVID-19 issues and response measures.

4.B. UPDATE ON PENDING STATE LEGISLATION ON HOUSING DEVELOPMENT & LAND USE [J. KEHO, R. EASON, B. ECK, J. LEONARD, H. MOLINA]: The City Council will receive a report on the slate of pending state legislation related to housing/land use and direct staff to continue to work with state-level bill authors and sponsors on City priorities. RECOMMENDATION: Direct staff to continue to work with the authors and sponsors of the highlighted bills to incorporate City priorities, as outlined in this report. 4.B

4.C. CONSIDER CLOSURE OF WEST HOLLYWOOD PARK TO FACILITATE AN ACCELERATED PROJECT SCHEDULE [S. CAMPBELL, O. DELGADO]: The City Council will consider closing West Hollywood Park in an effort to accelerate the scheduled completion of the Master Plan Phase II Implementation Project. RECOMMENDATION: Authorize staff to continue discussions with the Contractor to accelerate the project completion date. 4.C

5.A. AMENDMENT NO. 1 TO THE AGREEMENT FOR SERVICES WITH CHARGEPOINT, INC. [J. ROCCO, H. DEMITRI, J. GILMOUR]: The City Council will consider amending the agreement for services with ChargePoint, Inc. for purchase of Nine (9) Electric Vehicle (EV) charging units, to modify the existing scope, and increase the not-to-exceed amount of the Agreement. RECOMMENDATIONS: 1) Approve Amendment No. 1 to the agreement for services with ChargePoint, Inc., to modify the scope and increase the amount of the agreement by $41,790 for a total not-to-exceed amount of $81,985.50, and authorize the City Manager or designee to execute documents incident to the agreement; and 2) Authorize the Director of Finance & Technology Services to allocate $41,790 from unallocated reserves in the Parking Improvement Fund to account number 213-4-08-84-707060 for EV charging equipment and services and related costs. 5.A

5.B. INITIATIVE MEASURE PROPOSING AN ORDINANCE OF THE CITY OF WEST HOLLYWOOD MODIFYING THE WEST HOLLYWOOD CANNABIS ORDINANCE [C. SCHROEDER, Y. QUARKER, M. CROWDER]: The City Council will certify the sufficiency of an initiative petition regarding an ordinance modifying the West Hollywood Cannabis Ordinance by consolidating license categories and authorizing adult use and medical use cannabis businesses to sell cannabis for both medical and adult use, and authorizing all licensed cannabis consumption businesses to be licensed for all types of cannabis consumption, and amending licensing and operating requirements, and will take action regarding the initiative pursuant to the California Elections Code. RECOMMENDATIONS: Certify the sufficiency of an initiative petition regarding an ordinance modifying the West Hollywood Cannabis Ordinance by consolidating license categories and authorizing adult use and medical use cannabis businesses to sell cannabis for both medical and adult use, and authorizing all licensed cannabis consumption businesses to be licensed for all types of cannabis consumption, and amending licensing and operating requirements, and take one of the following actions: 1) Introduce on first reading Ordinance No. 20-_____, "AN ORDINANCE MODIFYING THE WEST HOLLYWOOD CANNABIS ORDINANCE BY CONSOLIDATING LICENSE CATEGORIES AND AUTHORIZING ADULT USE AND MEDICAL USE CANNABIS BUSINESSES TO SELL CANNABIS FOR BOTH MEDICAL AND ADULT USE, AND AUTHORIZING ALL LICENSED CANNABIS CONSUMPTION BUSINESSES TO BE LICENSED FOR ALL TYPES OF CANNABIS CONSUMPTION, AND AMENDING LICENSING AND OPERATING REQUIREMENTS;" 2) Schedule a special meeting of the City Council, within 10 days, and direct the City Clerk to return with the proposed ordinance; 3) Submit the proposed ordinance, without alteration, to the voters, to be placed on the ballot for the General Municipal Election on November 3, 2020, pursuant to Section 1405 of the California Elections Code; and direct the City Clerk to return to Council with the appropriate election resolutions; or 4) Order a report pursuant to Section 9212 of the California Elections Code, to be presented at the City Council meeting of June 1, 2020 (the report must be presented to the City Council within 30 days).
