Enfield Zoning Panel Debates Lakefront Rules, OKs Vet Office
The commission discussed several zoning-rule changes, approved a veterinary office and received a new subdivision application.
ENFIELD, CT — The Planning and Zoning Commission met March 25. Commissioners discussed zoning issues, approved a veterinary office and received a new subdivision application.
One of the main topics was the Lake Overlay District and where accessory structures should be allowed on lakefront lots. Commissioners agreed the current language is confusing and needs to be clarified because it has been read in different ways.
The main question was whether the rule allows an accessory structure between the house and the road or between the house and the lake. Several commissioners said they read the regulation as allowing those structures between the rear line of the house and the lake, as long as setback rules are met.

Commissioners also gave staff direction on building coverage. They signaled that uncovered, pervious decks should not count toward coverage, while roofed or impervious features should.
Planning staff said they would bring back updated language to make that distinction clearer. Commissioners said the current wording leaves too much room for interpretation.

Another discussion centered on whether Enfield should allow LED-lit changeable message boards for municipal public announcements, information and services. Commissioners also agreed it made sense to consider allowing developments to have a sign at each entrance.
The commission also talked about motor vehicle repair in the industrial zone. Planning Director Laurie Whitten asked for feedback on whether it should be allowed as an accessory use, a stand-alone use or both, but no formal decision was made.
Outside of the zoning text discussions, the commission unanimously approved a change of use at 7 Taylor Road for a veterinary office. The application was filed by Selective Development Companies LLC, with Scitico Professional Realty listed as the property owner.
Commission records show the approval included one site-specific condition. The condition itself was not spelled out in the meeting packet or transcript provided.
Commissioners also formally received an application for 100 Bright Meadow Blvd. that seeks to subdivide the property into eight lots. Staff said that application appeared substantially complete and ready to move forward in the review process.
During the meeting, Whitten also told commissioners the department has hired a new assistant planner who is scheduled to start April 6. The new hire was not identified during the meeting.
Earlier that night, Enfield’s Aquifer Protection Agency approved a five-year renewal of the transfer station’s aquifer registration at 77 Town Farm Road. Staff said an inspection found no violations and said more renewals are expected later this year.
The next regular Planning and Zoning Commission meeting is scheduled for April 9. That meeting is set to be held at Town Hall.
